The National Institutes of Health (NIH) is soliciting firms with the technical capability, expertise and other resources necessary (e.g., trained/experienced personnel, labor, tools, supplies, materials) to provide for the development of a comprehensive Integrated Pest Management Program (IPMP) in animal care facilities and the implementation of integrated pest management services that will meet AAALAC accreditation requirements. Management practices in an IPM program are not based on the routine application of pesticides, but on thorough inspections, monitoring for pests, collecting and evaluating data, identifying sanitation deficiencies, modifying structures, and performing and documenting ongoing training for both the pest management contractor and NIH personnel. The contractor shall have a Pesticide Business License, from the Maryland Department of Agriculture in Category VII Industrial, Institutional, and Health Related Pest Control with Sub-categories -(A.) General; (B.) Termite; (C.) Bird; (D.) Rodent, and (E.) Industrial Weed. The Contractor shall have, a staff Entomologist and a backup entomologist, The entomologist must have a masters of science degree in entomology from an accredited university; or a master's or doctoral degree in a field of biology, chemistry, or other life science with proof of Board Certification as an urban entomologist (BCE). The contractor shall have a Quality Assurance Supervisor, and a backup Quality Assurance Supervisor, who shall have at least 3 years experience providing quality assurance for integrated pest management programs of similar scope. All personnel who provide on-site pest management services shall be certified by the Maryland Department of Agriculture as a Certified Pesticide Applicator in Category VII (Industrial, Institutional, Structural, and Health Related pest control) with a minimum of subcategories to include: A.) General, B.) Termite, c.) Bird, D.) Rodent, and E.) Industrial Weed. The IPMP shall consist of regularly scheduled pest management services, including monitoring for pests (pests include invertebrate and vertebrate animals), and surveying facilities for conditions that promote pest activity. The contractor shall develop and implement a Quality Assurance (QA) program that provides for routine assessments of all IPM services and shall develop and maintain a complete and accurate pest management logbook in each animal care facility. The contractor shall enter all pest management data and information, including structural and sanitation conditions in each facility, into a computer data base. which shall be PC and Windows 95 compatible.
