T. Sullivan, 870/543-7271 This is a MARKET SEARCH for SMALL BUSINESS
AND 8(A)FIRMS. The National Center for Toxicological Research,
Jefferson, Arkansas has a requirement for On-Site Operational
Maintenance and Support Services for facilities consisting of
approximately 1,000,000 square feet of floor space, of which about 80
percent has been renovated or converted for administrative, research
and research support. Services will include, but not be limited to:
operation of on-site utility systems; providing craft shop support
services; preventive and remedial maintenance on utility plants and
equipment, process and non-process equipment; maintenance, alteration
and repair of buildings and stuctures and those currently undergoing
renovation and new construction. All companies responding to this
synopsis must demonstrate their experience and/or capability by
submitting qualification statements, including references directly
related to the subject requirement. Qualification statements should be
sent to the above address from any SMALL BUSINESS and/or 8(A) FIRMS
and will be evaluated on the basis of (1)Experience and knowledge in
the operation, maintenance and testing of HVAC and refrigeration
equipment and systems. (2) Experience and a thorough understanding of
the operation and maintenance of all utility systems. These utility
systems are relative to: (i)Steam generation and distribution, (ii)
Water pumping, distribution, treatment and storage, (iii) Waste water
treatment and sewage systems, and (iv) Electrical plant and
distribution. (3) Experience in the operation and maintenance of
sophisticated HVAC equipment and controls associated with environmental
monitoring systems. (4) Experience in performing alteration work in an
occupied laboratory environment. Specific and specialized experience
in the protection of occupants, structures, equipment and on-going
research. (5) Experience in the removal of hazardous type materials
such as asbestos, while in the performance of alteration and repairs.
Qualification statements must include references and provide: (a) the
referenced contract number(s); (b)the type of contract and dollar
amount; (c) a description of the work performed and end products
produced; (d) for whom the services were performed and personal point
of contact (name, title, address and telephone number); (e) performance
period and location; and (f) number and type of personnel employed on
the specified contract. Firms responding to this request for
qualification statements should indicate whether they are or are not
certified by the Small Business Administration as an 8(a)firm. This
information will be used to determine if a buy from an 8(a)firm or a
set-aside for small business firms is appropriate. The applicable SIC
Code is 8744 with a size code standard of $20.0 million. a fixed price
contract with indefinite quantity portion is contemplated with one
year performance period and four one-year options periods.
Qualification statements are due no later than fourteen (14) business
days after publication of this notice and should reference Sources
Sought No. 00-2000. Seven (7) copies of the qualification statement
