is issuing this sources sought for two purposes. The first purpose is
to seek capabilities statements from firms, including but not limited
to, small, small disadvantaged and women-owned small businesses
interested in providing relocation management services for the IRS
throughout the United States. The second purpose is to assess whether
these services can be procured using the Commercial Items procedures in
FAR Part 12 and, if so, what constitutes standard commercial practices,
terms and conditions. It is anticipated that the IRS will award
multiple task order contracts to fulfill this requirement. Contracts
will be for five years with a maximum of $5,000,000 per year. Decisions
regarding geographical coverage for these contracts have not been made,
meaning we are undecided as to whether each contractor will be required
to perform services throughout the United States or if contracts will
be awarded for specific geographical regions. Work to be performed
includes: 1. Facility planning support including, but not limited to,
strategic facility planning and facility management process
development; 2. Programming, space management and furniture management
including, but not limited to, blocking and stacking, space planning
and furniture inventory management; 3. Relocation management services
including, but not limited to, project scheduling, procurement
scheduling and coordination, project monitoring, vendor coordination,
furniture reuse coordination, scope of work development, move
coordination, post-move problem resolution, process management and
budgeting/cost control; 4. Systems integration and telecommunications.
The contractor shall provide systems integration and
telecommunications coordination, but shall not be responsible for
providing design services. Services include documenting and
coordinating the interrelated activities of the integration support
contractor, other contractors and local and national Information
Systems and Telecommunications groups whenever delivery of IS and
telecommunications services will likely be affected by a project; 5.
Project budgeting and cost control. The contractor shall provide
project budgeting and cost control services. The contractor shall
assemble and document project budgets and cost alternatives. The
contractor shall develop budget tracking and reporting systems to
assist the IRS in managing the various project budgets. The budget
tracking system will provide variance reports to compare projected and
actual costs as well as other management reports that may be required
at various time; 6. Computer aided facility management. The contractor
shall provide computer aided facility management (CAFM) services. CAFM
services include, but are not limited to, CAFM needs analysis, CAFM
project managemet, CAFM software reporting customization, CAFM software
implementation, CAFM training, and CAFM technical support. Your
capabilities statement should include the following as a minimum: the
location of your firm; the average number of employees at your firm; a
description of recent projects/contracts similar to the work described
in this announcement; a point of contact and phone number at your firm
and whether or not your firm is small or large in accordance with SIC
code 8744. Also please provide information on whether you would be
interested in providing services nationwide or if you would prefer to
limit providing services to a specific geographical location (e.g., New
England, west coast or a specific state). As part of effort to conduct
market research, we are also asking firms to submit information
regarding standard commercial terms and conditions. We request you
provide us with a copy, if possible, of your standard commercial
contract format(s). A draft statement of work, which describes these
services in greater detail, is available by request from the
