The General Services Administration is seeking to contract with three (3) sources to furnish all labor, materials, equipment and supervision for general repairs & alterations and related architectural/engineering design projects in government owned and leased facilities that may arise in the covered area of the contract. This will be an Indefinite Delivery-Indefinite Quantity contract, providing for design-build services. The covered area includes Philadelphia and surrounding PA counties, Southern New Jersey, and the State of Delaware. Specifically, included are: the Pennsylvania counties of Philadelphia, Montgomery, Delaware, Bucks, and Chester; the New Jersey counties of Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Hunterdon, Mercer, Ocean, Salem, Somerset, Sussex, and Warren; and the entire State of Delaware. Delivery orders issued under the contract may include all phases of construction, and as needed, associated design services. The individual orders placed under the contract will range from approximately $100,000. to $2,000,000. The approximate quantity of construction/design services anticipated to be performed under this contract per year is $2,000,000. There is no aggregate delivery order maximum limitation per year. Offerors will be evaluated using the Source Selection procedures/greatest value method addressed in the solicitation. The Government may make multiple awards, and estimates to make three (3) under the subject solicitation. Individual delivery orders may be competed among the selected firms under the contract unless the Government deems otherwise. Evaluation criteria are summarized as follows: A. Factor: Past Performance on Similar Projects B. Factor: Technical, Organizational, and Quality Control Approach C: Factor: Key Personnel Qualifications The preceding evaluation factors are listed in descending order of importance. Also evaluated will be price related factors, though for this procurement, demonstrated technical capability is more important than these price factors. The period of performance shall be for a base year with the possibility of four (4) one-year options. The anticipated start date is approximately August 15, 1999. This requirement is being solicited both through full and open competition and as a partial set aside. It is estimated that two (2) of the three awards will be made through full and open procedures, while one (1) will be set aside for competition among firms certified under the U.S. Small Business Administration's 8(a) Program.
