N00039-99-R-2103(Q) -- MIDS-LVT Production. The remaining files of the
DRAFT solicitation have been posted on the SPAWAR business
opportunities webpage (http://agena.spawar.navy.mil/e-commerce) under
SPAWAR HQ ("Future Opportunities"). As noted in the 3/9/99 CDBNet
synopsis, no paper copies of the solicitation will be issued to
industry. The Government has tentatively scheduled a Pre-Solicitation
Conference for all interested parties on Thursday, April 29, 1999 in
San Diego, CA. Further details about the conference will be posted on
the solicitation website (exact location, agenda, etc.). Potential
offerors are encouraged to click on the "Join a Solicitation Specific
mailing list" and complete the required information in order to receive
immediate e-mail notification of new postings to this solicitation. In
addition, potential offerors are encouraged to become registered users
on the webpage in order to submit comments to the Government. Only
written comments posted on the webpage (questions, suggestions, etc.)
will be accepted by the Government. All comments (except company
identification) submitted and the Government's responses will be posted
on the solicitation website unless they are considered business
proprietary. The Government will make every effort to post its
responses on the website as soon as practicable. Comments submitted by
April 22, 1999 will be given priority for answer & discussion at the
Pre-Solicitation Conference over comments submitted after April 22nd,
or on the day of the Pre-Solicitation Conference. Although industry
comments may be posted to the website at anytime, comments received
after the Pre-Solicitation Conference may not receive due consideration
prior to the official RFP release. The Government will not delay
release of the official RFP due to late submission of industry
comments. Special attention is directed to Section L (clause L-13 and
paragraph 2.8.3) of the draft Request for Proposal (RFP) in which
potential offerors are requested to submit specific information by May
3, 1999. The Government will give full consideration to this input
prior to establishing the final technical and supportability
requirements into official solicitation. The Government does not intend
to conduct one-on-one meetings with industry. Official RFP release is
planned for June 1999. The Government does not intend to issue any
further CBD synopses except for announcing the official RFP release
date. The Government will use the solicitation website for
