Guard is issuing a Sources Sought Announcement for information
pertaining to shore based MF/HF Digital Selective Calling (DSC)
systems. This market survey is being done to identify sources
interested in providing DSC systems for installation at Coast Guard
Groups and Communications Stations. The DSC system is to satisfy the
following general requirements: 1) Meet requirements set forth in ITU
493. 2) Use existing transmitters and antennas. 3) Provide continuous
watch of DSC frequency(s), MF for Groups (2187.5 kHz), MF and HF for
Communications Stations (all six MF/HF DSC frequencies). 4) Require
manual intervention for transmission of acknowledgment calls. 5) Group
installation shall have a 120 second delay before a distress
acknowledgement call can be transmitted, 60 seconds for Communications
Stations. 6) System shall generate a unique alarm for each type of
call, as well as for system error messages. 7) System shall maintain an
online log of all calls, received and transmitted, as well as all
system error messages. All entries are to be date and time stamped. The
system shall have the capability of archiving and retrieving this data.
8) The System shall be networked to send call information to the
servicing Rescue Coordination Center (RCC) or any other site. 9) The
system shall ensure that distress call information has been received at
the RCC. An alarm shall be generated if verification of call is not
received. 10) The system shall be capable of automatically identifying
duplicate distress calls and relays of
previously-received/acknowledged distress calls and handling these
calls differently from other distress calls (e.g. logging the
information but not sounding an audible alarm). 11) The system shall
maintain an online, searchable database of all incoming and outgoing
calls. 12) The database shall accept free format queries and
preformatted queries. 13) The system shall have the capability of
generating and printing out reports. 14) It is desired that the system
have the capability of generating queries to the Search and Rescue ID
(SARID) database at the Coast Guard_s facility in Martinsburg, WV and
displaying results. 15) It is desired that the system have the
capability of displaying a scaleable map of the world with overlays of
each unit_s area of responsibility (AOR), land masses, geo-political
boundaries, and plots of distress calls with position data. 16) It is
desired that, to the maximum extent possible, the system use equipment
which is already supported by the Coast Guard. This is not a
solicitation announcement for proposals and no contract will be awarded
from this announcement. The response should indicate technical and
contracting points of contact and the size of the business. This
request for information in no way implies either implicitly or
explicitly that respondents will be compensated in any way by the
Government for information or materials provided. All information
provided becomes U.S. Coast Guard property and will not be returned.
