Bogans, 703-607-6899 This is a combined Synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY R FQ. QUOTES ARE REQUESTED AND A WRITTEN RFQ WILL NOT BE ISSUED. Sealed quotes in original and one copy for furnishing the supplies will be received at DITCO-NCR, ATTN: DTN4 (Sharon Bogans), 701 S. Court House Road, Building T-5, Arlington, VA 22204-2199 until 2:00 p.m. (local time) 12 April 1999 or via facsimile at (703) 607-4611. This RFQ for 16,836 feet of 96-F Hybrid Non-Armored Cable, 48 Fibers Single Mode/48 Fibers Multi-Mode is being issued under RFQ DCA100-99-Q-4017. The acquisition is a total small business set-aside under SIC code 3357 with a size standard of 1000. The solicitation document and incorporated provisions and clauses are those in effect throught Federal Acquisition Curcular 97-11. The government anticipates one award to be made from this RFQ. The Government requires each offeror to present a priced listing of equipment for items 0001-0001AF. THE GOVERNMENT'S REQUIREMENT SHALL NOT BE QUOTED AS OPTIONAL FEATURES. THE CONTRACTOR'S PRICE QUOTE SHALL CLEARLY DEMONSTRATE THAT ALL FUNCTIONAL REQUIREMENTS IN THIS RFQ ARE MET. DO NOT QUOTE OPTIONAL FEATURES WHICH EXCEED THE STATED PERFORMANCE REQUIREMENTS IN THIS RFQ. The following is a description of the requirements for the cables. Line item 0001 is for a total of 16,836 feet of 96-F Hybrid Non-Armored Cable, 48 Fibers Single Mode/48 Fibers Multi-Mode. The total amounts should be cut into 6 pieces of the following lengths: 0001AA, 1,772 feet; 0001AB, 2,466 feet; 0001AC, 2,655 feet; 0001AD, 1,733 feet; 0001AE 3,210 feet and 0001AF 5,000 feet. In addition, individial lengths must be rolled on a 420 type reel or equivalent. ITEMS THAT DO NOT MEET ALL OF THE CHARACTERISTICS LISTED IN THIS COMBINED SYNOPSIS/RFQ WILL BE FOUND TECHNICALLY UNACCEPTABLE. OFFERORS SHALL SUBMIT TECHNICAL LITERATURE AND A DESCRIPTION ADEQUATE FOR THE GOVERNMENT TO DETERMINE WITHOUT DISCUSSION THAT THE QUOTED ITEMS MEET GOVERNMENT TECHNICAL REQUIREMENTS. The delivery schedule for this product will be NOT LATER THAN 11 MAY 1999. The Government will require 3 days for evaluation and acceptance. Delivery shall be at a location in the Washington, D.C. area. The award document will provide the delivery location. Offerors shall quote their commercial warranty; and all shipping costs are to be included in the quoted price. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at DFARS 252.204-7004, Required Contractor Central Registration (CCR) and subparagraph (b) (1) applies to this acquisition; and is hereby incorporated by reference as follows: By submission of an offer, the offeror acknowledges the requirement that prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation. The Government wil award a purchase order resulting from this quotation to the responsible offeror whose quotation conforming to this RFQ is lowest price and technically acceptable. All offerors shall submit a completed copy of the provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer.
