The National Institute of Standards and Technology (NIST), intends to negotiate on a sole source basis with Optim Electronics, Inc., 12401 Middlebrook Road, Germantown, MD 20874 under authority of FAR 13.106-1(b)(1) for an upgrade to the existing Megadac 3008AC (SN: 2536) Data Acquisition System to a Megadac 5414AC (ML1088) with 256 MB RAM, 14 module slots, and 16 bit A-to-D conversion at 250 KHz maximum sampling rate, with the following options installed: One: PL2451 Rackmount Kit for Megadac 5414AC; Two- PL2269 AD-684SH Analog Input Modules; Five-PL2333 STB-684/120 with connector for AD-684SH Optim TCS/Windows NT software included on CDROM. Optim Electronics is the only source that can provide an upgrade to NIST existing Megadac because it is an electronic data acquisition system of proprietary design. The hardware upgrade includes Optim TCS for Windows "right to use" license. This upgrade permits use of the existing analog and thermal input modules and provides module and software compatibility withthe Structures Division's existing Optim Megadac 5414AC. The Optim Megadac electronic data acquisition systems are used to record multiple inputs of high speed electrical signals generated by devices attached to structural components of buildings being tested destructively in one the Structures Division's six testing machines which are capable of generating loads from 60 kips to 12 million pounds of pressure. Specially instrumented specimens are very expensive part of the research projects, so reliable data acquisition is a requirement for the lab. The requested upgrade will bring the existing 3008 model up to the level to be compatible with the Windows NT version of the software which is used with the existing 5414 model, and provides two identical systems required to record data for two simultaneous projects and provide an identical backup in the event one system malfunctions during a critical experiment. There is no other source that is licensed to sell or maintain this system. No solicitation package will be issued. The Contractor must be able to meet all the requirements stated herein.
