for Offer (RFO) for the design, manufacture, and assembly of Flight
Model Printed Circuit Board assemblies for the Geoscience Laser
Altimeter System (GLAS) instrument being developed by NASA/Goddard
Space Flight Center. These printed circuit boards comprise the GLAS
Main Electronics Unit which performs instrument control, science data
collection and processing, and housekeeping data collection for the
instrument. The deliverables include the final assembled flight model
printed circuit boards and the documentation associated with the
design, manufacture, and assembly of the printed circuit boards.
NASA/GSFC intends to purchase the items from Litton Space Systems
Operations (SSO). The statutory authority for other than full and open
competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. See
Note 22. The design of the GLAS Flight Model Printed Circuit Boards
will be based entirely on the existing design of the GLAS Engineering
Model (EM) Printed Circuit Boards (PCB's)which Litton (SSO) designed.
The Litton (SSO) design process includes the use of proprietary design
methods for the development of the electronic component libraries that
determine the mechanical geometry of each component on the PCB
assemblies. The design of the existing EM PCB's will be modified to
incorporate design changes for the manufacture and assembly of the
Flight Model Printed Circuit Boards. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman
has been appointed. See Internet Note "B". Interested firms have 15
days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
All qualified responsible sources may submit an offer which shall be
