Description -- Change the first sentence to read as follows: The Office
of the Secretary of Defense, Operational Test and Evaluation, Live Fire
Test and Evaluation (OSD/OT&E/LFT&E) is soliciting under this Broad
Agency Announcement (BAA) research and development proposals for the
development, test, and evaluation of advanced technologies/cutting edge
radio frequency (RF) devices and asymmetric threats. 4. Proposals
(White Papers) shall be submitted in an Original and Four Copies to Mr.
Richard J. Carter, Operational Test and Evaluation, Office of the
Secretary of Defense, 1700 Defense Pentagon, Rm. 1C730, Washington,
D.C. 20310-1700. 5. Offerors are encouraged to submit a one to five
page "white paper" summarizing the proposed effort(s) and a rough order
of magnitude of cost to obtain a preliminary indication of potential
OSD/OT&E/LFT&E interest. Offerors will be requested to submit in-depth
proposal(s) should OSD/OT&E/LFT&E deem the white paper of scientific
and technical merit. 6. Questions regarding this BAA should be

may be necessary will be conducted between the offeror and the
Contracting Officer at Defense Supply Service -- Washington.
OSD/OT&E/LFT&E will evaluate all proposals received no later than 31
May 1999. The offerors may be asked to make a concise (30 minutes)
presentation of their proposals, probably in the Washington, D.C.
metropolitan area. Principal investigators of the recommended offerors
may attend. OSD/OT&E/LFT&E will provide specific guidance for this
presentation, including date, time and location. 8. It is the policy of
OSD/OT&E/LFT&E and DSS-W to treat all proposals received as competitive
and proprietary information and to disclose the contents only for the
purpose of evaluation. The Government may use selected support
contractor personnel as special resources to assist in administering
the evaluation of the proposals. These persons are restricted by
theircontracts from disclosing the proposal information or using it for
other than performing their assigned administrative tasks. 9. This
notice constitutes a BAA for Defense Supply Service -- Washington as
