of the Deputy Assistant Secretary of Defense (DASD) for Personnel
Support, Families and Education (PSF&E) and in accordance with DoD
Grant and Agreement Regulations (DoD 3210.6-R), the Defense Supply
Service-Washington intends to solicit Applications (proposals)
resulting in award of a single Cooperative Agreement. The program
objective is to establish/fund a research institute to perform basic
research on Quality of Life (QOL) aspects for DoD personnel and their
families. Emphasis will be on those areas most affecting job
satisfaction, performance and employee retention, and to provide venues
for informing senior DoD personnel and other of the personnel
policy-relevant aspects of such research findings. This will be a
collaborative four-year program. Only accredited U.S. institution of
higher education (as defined in Section 1201(a) of the Higher Education
Act of 1965 (20 U.S.C. 1141(a)) are eligible to apply under the
solicitation. Applications from concerns other than U.S. institutionsof
higher education will not be considered. The anticipated date of
release of the Solicitation for Applications is 12 April 1999. The
program is not listed in the Catalog for Federal Domestic Assistance
(CFDA). Executive Order (E.O.) 12372 is not applicable; applications
are not subject to review by the State Single Point of Contact (SSPOC).
Neither an environmental impact statement nor an environmental
assessment is required. No information, requests for solicitation, or
requests for clarification will be provided in response to telephone
calls from prospective Applicants. All such requests shall be in
writing and submitted to the issuing office. Written inquiries will be
answered in writing and provided to all Applicants through an
amendment to the solicitation. No such written inquiries will be
considered if received more than ten (10) calendar days after release
of the solicitation. The deadline for receipt of Applications is 3:00
PM (LOCAL TIME) on 14 May 1999. The submission of Applications shall be
made through the U.S. Postal Service (USPS) only. Telegraph, facsimile,
delivery by commercial carrier and/or hand delivery by Applicants'
