Request for Offer (RFO) for continued technical, engineering, and
research support of the Composite Infrared Spectrometer (CIRS)
instrument. The CIRS instrument is onboard the Cassini spacecraft which
is currently in the early cruise phase of the mission. This effort
includes science planning, mission operations, instrument operations,
and data reduction and analysis activities. More specifically, the
Contractor will be required to perform the following CIRS requirements:
support the science team in mission planning of the Saturn orbital tour
and the Jupiter flyby; support the science team in generating
observational strategies, observation designs, and analyzing various
opportunities; provide science planning tools; establish and maintain
a Flight Operations Plan describing and controlling all major aspects
of CIRS flight operations described in the Statement of Work; maintain
a CIRS Engineering Model (as a test bed); monitor instrument health
and safety; assist in performing engineering and health analyses;
develop and maintain the ground system CIRS Central Data Facility;
develop and maintain tools and procedures uplink and downlink
activities; develop methodology and algorithms for radiometric
calibration; develop radiometric calibration model for each of the CIRS
21 detectors; and develop methodology and algorithms for inversions.
This will be a cost plus incentive fee type contract. The period of
performance will be 3 years. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. This procurement is
a total small business set-aside. See Note 1. The SIC Code and Size
Standard are 8731 and 500 employees, respectively. The DPAS Rating for
this procurement is DO-C9. The provisions and clauses in the RFO and
model contract are those in effect through FAC 97-10. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about May
10, 1999, with an anticipated offer due date of on or about June 15,
1999. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
