intends to negotiate on a sole source basis with Columbia Analytical
Services (CAS), located in Vista, California, to conduct testing for
NOAA with the unique Biomarker, P450 Reporter Gene System (RGS),
composed of a human liver cancer cell line genetically engineered to
produce the luminescent enzyme, luciferase, when toxic and carcinogenic
organic compounds are present. The contractor (CAS) will test sediment
samples collected by NOAA and its collaborators as part of sediment
toxicity studies in Puget Sound (100 samples) and Chesapeake Bay (60
samples). Samples will be collected from May to September, 1999. The
P450 RGS Testing of Sediments includes the following: 1) Analyzing
sediment samples using the P450 Reporter Gene System (RGS) bioassay; 2)
Providing a portion of sediment extracts to other NOAA contractors for
additional analyses; 3) Performing chemical analyses on a few selected
samples that show unusually high RGS response; 4) Reporting the
results. This is a notice of intent with the award going to Columbia
Analytical Services if no other favorable responses are received within
15 days of this notice. No solicitation package exists; therefore, a
request for such package will not be considered. Award will be made
