of Reclamation (Reclamation) intends to negotiate on a sole source
basis with Dr. Johnson Wang at National Environmental Sciences, Inc. in
Clayton CA., to acquire the second phase of expert identification of
early life stages of fish at the Tracy Research Project and also the
Red Bluff Research Project, in California, which involves four
components: 1)The vendor will use his expertise to differentiate
between endangered Delta smelt, Wakasagi, and long-fin smelt in the
daily fish salvage activities at the Tracy Fish Collection Facility.
This differentiation will be used to calculate Delta smelt losses for
the facility, a vital calculation with significant influence on how
Reclamation manages water diversions in the South Delta, CA. The vendor
will continue development of a taxonomic key for these larval species;
2)The vendor will provide expertise and carry out studies that
quantify any external damages (i.e., frayed fins, descaling, bruises,
etc.) occurring with postlarval-juvenile and adultfish that have been
passed through experimental "fish friendly" pumps at Tracy. Tracy pumps
are being tested to determine if handling of fish at Tracy can be
improved, with less stress on fish than present systems create. Both
control and experimental fish will be observed throughout the seasons,
as well as wild entrained fish coming in from the Old River intake.
3)The vendor will provide fish taxonomic training, as needed; (which
will be determined by both the Government and the vendor) and will be
relevant to the presence of the larval fish, to on-site Tracy staff
throughout the year. This includes preparing specimens for
identification, quality control, and review of on-site staff's
identification of small fishes representative of species regularly
entrained at Tracy, especially the smelt; 4) The vendor will identify
larval fish samples being collected at the Red Bluff Research Pumping
Plant, CA. Samples collected, are sorted and preserved, then shipped to
the Tracy office. Accurate identifications with measurements (mm, total
length) will be recorded and sent to the on-site research manager at
Red Bluff. It is anticipated at least 700 hours will be needed for the
vendor to perform & complete this requirement. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP). The
proposed action is for services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302-1. The Government believes that only one responsible source can
provide the services that will satisfy the agency requirements. A
Justification for Other than Full and Open Competition has been
prepared in support of this acquisition. Firms that recognize and can
provide the required services described above are encouraged to
identify themselves and give written notification to the Contracting
Officer. Firms believing they can provide similar required services
must provide supporting evidence that they are fully qualified, can
furnish expert identification of larval fishes, and can continue the
development of a taxonomic key for these species; which has been
produced by Dr. Wang. This notice is a request for competitive quotes.
All responses received within 5 days of the date of publication of
this synopsis will be considered by the Government. A determination by
the Government not to compete this proposed action based on responses
to this notice is solely within the discretion of the Government.
