synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). SPECIFICATIONS: The
contractor shall provide all resources necessary to develop an
Economic Feasibility Study to analyze the potential for raising funds
(under a non-profit Mississippi Foundation), constructing, and
operating a new expanded NASA/SSC Visitors Center in a location
selected for its potential to attract a maximum number of visitors. The
study should help NASA improve and refine its existing vision
statement, and shall include the following elements: 1. Collect and
analyze pertinent data from targeted sample of museums including all
other NASA museums (particularly Johnson Space Center and Kennedy Space
Center) and the National Museum or Naval Aviation in Pensacola,
Florida; 2. Using traffic count data collected along I-10 and other
demographic studies of potential market, analyze and extrapolate to
predict daily and seasonal fluctuations in visitor count. Assess
importance of traffic count and other demographic data in relation to
overall visitor count. Consider other factors such as advertising and
alliances with tourist and tour organizations. Identify and summarize
efforts of other commercial and public programs in the general area
(50-mile radius). Forecast annual visitor count, which could be used to
justify design, size, and the type and cost of facility deemed
necessary. Recommend short term and long range marketing strategies to
increase number of visitors and generate funds. 3. Analysis of Income:
Include a study of admission fees and strategy such as the use of
bundled fees as opposed to separate fees for tours, exhibits, parking,
etc. Using major elements of complex (as identified in vision
statement below) as a baseline project income generated by fees, other
revenue generating opportunities and investments. Propose a plan to
develop and maintain public and private support and funds, sponsored
grants from local, state and federal sources; foundation grants;
corporate support; and planned giving support. Suggest types of
exhibits and address feasibility of large format theater. VISION
STATEMENT Stennis Aerospace and Education Center is a dynamic,
ever-changing environment that engages and educates the public about
AMERICA'S SPACE PROGRAM. This national museum is a place where people
are inspired by the fascinating STORY OF EXPLORATION AND DISCOVERY
through ever-changing exhibits, activities and presentations. MISSION
STATEMENT 7 The continuously evolving museum will operate as a
self-supporting entity and be strategically located to attract and
captivate the optimum number of people of all ages and walks of life.
7 Using innovative techniques, the museum will tell a fascinating story
of scientific research of space, oceans and Earth with an emphasis on
Stennis Space Center's unique national leadership roles in rocket
propulsion testing and remote sensing commercialization. 7 The museum
will advance the general welfare and support of America's space program
and show the relevance and practical use of science here on Earth. 7
The museum will illustrate commercial opportunities and new career
fields based on space-generated products and technologies that enhance
U.S. economic competitiveness. 7 The full support of the Mississippi
and Louisiana communities will be enlisted to ensure their sense of
ownership and participation in the project. 7 The best interest of
NASA, other Stennis Space Center federal and state agencies and local
communities will be at the heart of all decisions and activities
sponsored by the museum. 7 The immersive exhibitry and educational
experience will honor the accomplishments of the past and will inspire
a new generation of explorers and pioneers. MAJOR ELEMENTS OF COMPLEX

Analysis of Expenditures: Using major elements of complex as identified
in the attached "Vision Statement," analyze expenditures associated
with constructing and operating these elements as well as overhead, G&A
and other direct costs. Include capital costs and annual operating
costs. Capital Campaign Fund-Raising Potential: Review the potential
for raising funds necessary to plan, design and construct a museum.
Include step-by-step plans for development of the capital campaign
budget based upon interviews with the various constituents to be
associated with the museum. Include proposals for a design development
feasibility study identifying qualified national and
Mississippiarchitectural firms for a master plan. 5. Recommendations --
Summarize conclusions and recommendations based on the above. PROPOSALS
SHALL CONTAIN THE FOLLOWING INFORMATION: 1. As a minimum, address each
element of the Specifications. Recommendations based on past
experience with similar projects may also be submitted. 2. A completed
model contract document including prices, and representations and
certifications, 3. Supporting information for prices such as commercial
price lists, references with points of contact on similar efforts,
number of trips, job classification of traveler, and destinations for
each proposed trip. (NOTE: If more than one trip is required, each trip
may be split in to sub-line items to accommodate billing per trip.) 4.
A list of company technical and contractual point(s) of contact with
phone and FAX numbers The provisions and clauses in the RFQ are those
in effect through FAC 97-11. The SIC code and the small business size
standard for this procurement are 8748 and $5M, respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to Attn:

42(offeror may propose an alternate delivery schedule) days ARO.
Delivery shall be FOB Destination. The DPAS rating for this procurement
is DO-C9. Quotations for the items(s) described above may be mailed or
faxed to the identified point of contact [or bid distribution office,
by the date/time specified and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and

Quotations are due by 3:00 PM Central DST, April 23, 1999 to the
address specified above and to the attention of the Bid Depository.
NOTE: Technical approach and Relevant Experience and Past Performance
are considered critical to the success of this project and will be
evaluated as more important than price. A Delivery Schedule which
exceeds the required date is desirable, however, consideration will be
given the reasonableness of any proposed schedule. DELIVERABLES: ITEM
NO. 1, Economic Feasibility Study Final Report ITEM NO. 2, Travel
Award will be based upon overall best value to the Government, with
consideration given to the factors of proposed technical merits, price
and past performance; other critical requirements (i.e., delivery) if
so stated in the RFQ will also be considered. Unless otherwise stated
in the solicitation, for selection purposes, technical, price and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
52.212-3, Offeror Representation and Certifications -- Commercial Items
