E-MAIL: Deborah E. Glass, dglass@mail.arc.nasa.gov. Sources are sought
to acquire services for the engineering services, maintenance and
technical support for aircraft and airfield operations. The contractor
shall support the following activities at the Ames Research Center:
Research, Science, and Support Aircraft Operations, and Airfield
Management Office Operations. The services required may include
management, engineering, mechanical, electrical, electronics,
operations, maintenance, administrative, and clerical. Previously, the
Government acquired these activities on a Cost-Plus-Award-Fee,
Level-of Effort (LOE) contract. Under the successor contract, the LOE
approach will be replaced with Performance Based requirements and will
be restricted to the acquisition of "outcomes or outputs" where the
period of performance and scope will be limited to work and products
that can be well defined and priced. In no event will open-ended
requirements be issued which lack discrete objectives or deliverables.
Small Business and Small Disadvantaged Businesses (SB/SDB) that are
interested in participating in this procurement are invited to submit
a capabilities assessment or qualifications statement which
demonstrates abilities to perform the efforts listed. Responses should
clearly state interest in performing in the capacity as a prime or
subcontractor. Qualification statements must clearly demonstrate the
capability to perform in the selected capacity. All firms which meet
the small business size standard for SIC Code 8711 (annual receipts of
$20M) are invited to submit a capabilities statement. Capabilities
statements should be submitted no later than May 7, 1999. Work is to be
performed at Ames Research Center, Moffett Field, CA with a phase-in
period beginning December 1, 1999 and performance starting January 1,
2000. Names of firms responding to this notice as potential
subcontractors will be provided to all firms indicating prime contract
capabilities and those responding to the presolicitation synopsis to
be issued at a later date. Contractors interested in being considered
for prime contract award must demonstrate a capability to manage and
fulfill the requirements listed herein. The effort will entail complete
planning and staffing for the effort noted above as well as providing
for: approved purchasing system; approved property management system,
ISO 9000, managing financial, manpower, systems and facility resources
as well as conforming to established NASA policies and budgetary
guidelines. The prime will also provide management expertise for
current and long range planning for projects and the contract as a
whole. No solicitation exists; therefore, do not request a copy of the
solicitation. If a solicitation is released it will be synopsized in
the CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these cites for the
release of any solicitation or synopsis. This synopsis is for
information and planning purposes and is not to be construed as a
commitment by the Government nor will the Government pay for
information solicited. Respondents will not be notified of the results
of the evaluation. Respondents deemed fully qualified will be
considered in any resultant solicitation for the requirement. The
Government reserves the right to consider a small business or 8(a)
set-aside based on responses hereto. All responses shall be submitted
to Deborah E. Glass no later than May 3, 1999. In responding reference
