combined SYNOPSIS/SOLICITATION for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation No. DACA05-99-Q-
0095, Request for Quote(RFQ) is for a Disinfectant System for Safe
Drinking Water, Chlorine Cylinder Replacement System, Beale AFB, CA. 1.
GENERAL REQUIREMENTS: Contractor shall furnish all service, materials,
equipment, transportation, tools, supplies, personnel, supervisors and
all other resources necessary to perform the work. Contractor shall
ensure replacement of two (2) one ton gas chlorination systems with two
140 pound per day minimum capacity on-site sodium hypochlorite
generation systems. The generator shall utilize salt, water and energy
as its raw materials in order to generate 0.8% sodium hypochlorite
(8200ppm +or-200ppm). Contractor shall reestablish full water supply
system and waste water treatment operations within 8 hours of water
system shut-down following current potable water practices.
Manufacturers specifications, manuals and single line as built drawings
shall be provided at the end of the installation by the Contractors. 2.
PERIOD OF SERVICE(POS): POS shall be one hundred twenty (120) calendar
days from award. Removal of existing one ton cylinders shall be
accomplished prior to 1 June 1999. 3. QUALIFICATIONS: Contractor shall
be capable of providing complete product control and demonstrated
experience by having done complete turn-key design and installation of
at least ten (10) on site systems of equal or greater generating
capacity requirement. Contractor shall demonstrate this experience in
all phases of design, equipment supply and construction by providing
the following: 3.1 Process definition and design including integration
of all peripheral components. 3.2 Facility demolition and construction
plans showing all existing interfacesfor plumbing, electrical and
instrumentation. 3.3 Complete package including all system components,
process diagrams and seismic calculations. 3.4 Demolition and removal
of existing one tone cylinders and peripheral equipment. 3.5 Delivery,
installation and connection of all system components compatible with
existing systems. 3.6 Electrical and instrumentation interface
including as built electrical schematics. 3.7 Start-up and
troubleshooting of process. 3.8 Operator training, overview and detail.
3.9 Temporary water chlorination treatment systems during demolition
and construction. 4. WORK DESCRIPTION: 4.1 Contractor shall install an
easily expandable modular 140lb. per day system at two (2) water
treatment sites. 4.2 Contractor shall remove existing chloination
equipment, secure and return of one ton gas cylinders to supplier. 4.3
Contractor shall locate existing flow meters per an approved
contractor supplied equipment room layout drawing. Replacement piping
shall include pumps, water, sewer and power asrequired. 4.4 Contractor
shall remove and dispose of old piping, electrical, water lines and
work debris. 4.5 Replacement piping, appurtenances, backfill and
pavement shall be as required for fully operational eyetem of
equipment. 4.6 Contractor shall work with adequate controls and review
procedures which shall ensure safety, security, quality, technical
accuracy and regulatory compliance. After upgrade Contractor shall
restore the site to existing condition. 4.7 Contractor shall install
redundant interlocked safety alarm features for switches that control
water flow, cell high temperature, cell low level, transformer high
temperature, cell over voltage, automatic voltage and current
regulation. 4.8 Contractor shall ensure all hydrogen is vented directly
to atmosphere. Hydrogen is not to be allowed to reach the storage tank.
5.0 PERMITS AND REQUIRED COORDINATION MEETING: 5.1 Prior to
mobilization Contractor shall participate in a pre-performence meeting
at Beale AFB in order to obtain any passes, rights of entry or permits
from the Beale POC. Contractor shall provide a detailed list of
employees used and a detailed schedule of their activities for this

Richard Duffin, Water Program Mgr. 6.0 CONTRACTOR SUPPLIED NEW
EQUIPMENT AND MATERIAL DESCRIPTION: All major components provided shall
be modular in format and construction allowing for ease of maintenance
and/or repair. Cell electrodes shall be designed for ease of
replacement, so one person can replace electrode packs in less than 30
minutes with simple hand tools. 1-480v Rectifier 2-70lb. per day
electrolytic cell 2-In-line water filters 1-stainless steel rack
1-2000lb. 200 gallon salt brine tank, cover, lid, stilling well and "Y"
striner 1-dual tank water conditioner 1-3000 gallon HDPE vertical
hypochlorite storage tank with access port, level control and hydrogen
vent line. 1-dual headbellows chemical feed pump with stand, motor,
injection check valve and VSD for brine water solution. 1-piston
diaphragm head dose pump, adjustable frequency drive with key pad and
1.5 hp drive motor. 1-dose pump stand 1-Electrical installation
materials for connections 1-Plumbing installation materials for
connections 1-start-up and training by qualified manufacturers
representative 1-Complete set of owners service manuals. 1-
installation(owner to supply local electrical service, water, sewer
outlets)of a complete workable system with minimum 2 years guarantee
parts and labor. 7.0 Contractor shall visit project site with a COE
representative, prior to negotiating price, to make his own
determination of site conditions, site access, and equipment needed.
8.0 Contractor for the generating system must be responsible for and
able to provide necessary service by a factory trained and certified
technician within 24 hours of service request Minimum field service
capacity is as follows. Support: Telephone Availabiliy: 24hr/day, toll
free message center Response Time: 60 minutes Support: On-site
Availability: 365 days/yr., 24 hour notice Response Time: 24 hours
Support: Parts Availability: 365 days/yrs Response Time: 24
hours(overnight delivery) 9.0 Contractor is cautioned to take no
guidance from any source other than Contracting Officer or Contracting
Officer's Representative (COR), during the course of this period of
service which deviates from requirements stated in this SOW. Contractor
shall immediately notify the Beale Project Office POC and the
Sacramento District representative Technical Manager (TM) of any such
