Revised scope of work for Request for Proposal (RFP) for Debris Site
Management to include removal and reduction associated with natural or
man-made catastrophe or major disaster emergency responses supported
by the U.S. Army Corps of Engineers within the geographic boundaries of
the North Atlantic Division (NAD), South Atlantic Division (SAD),
Mississippi Valley Division (MVD), Pacific Ocean Division (POD),
Southwestern Division (SWD), and Puerto Rico and the Virgin Islands.
Contracts will be awarded by designated regions within each of the
above divisions. Each contract will provide for primary response to a
given region but will allow work to be ordered in any of the above
mentioned regions. Funds are not presently available. Although
prospective offerors can compete for the contracts for any or all of
the forementioned regions, offerors will be limited to award of a
single contract for a single region. The resultant contracts will be a
combined Requirements/Indefinite Delivery-Indefinite Quantity (IDIQ)
contract, which will provide for issuance of fixed-price as well as
cost-reimbursable, task orders. Fixed-price work will include equipment
rental as well as cubic yard (CY) rates. Each contract will include a
performance period of Base year and two option years. The contract will
have a Requirements portion at $100,000.00 and an optional IDIQ portion
for an estimated $29,900,000.00 per base year and each of the two
option years for each region (approximately 12 regions). This is a Best
Value acquisition with Past Performance, Management Plan,
Subcontracting Plans, Location of Offer, and price as the evaluation
criteria. Prime contractors will give preference to subcontractors
doing business primarily in the disaster areas to the maximum
practicable extent possible to support the Robert T. Stafford Disaster
Relief and Emergency Assistance Act. Subcontracting plans should
reflect minimum subcontracting goals of 61.2% for Small business, 9.1%
for Small Disadvantaged business and 4.5% for Small
women-ownedbusiness concerns. If a large business firm is selected, an
acceptable small business Subcontracting plan will be required prior
