OF PUBLIC WORKS, ISLANDS OF OAHU AND HAWAII, HAWAII. The Directorate
of Contracting, US Army Garrison, Hawaii is hereby soliciting
information for potential sources sought for an OMB Circular A-76 Cost
Comparison Study of the Directorate of Public Works Services, islands
of Oahu and Hawaii, Hawaii. The scope of work includes the complete
operation of the Operations Office; Business Management Division to
include the Work Management Branch, Systems Engineering Branch, and
Administrative Services Branch; Environmental Division to include the
Compliance and Restoration Branch, Transfer and Accumulation Point, and
Conservation and Restoration Branch; Engineering Plans and Services
Division to include the Engineering Design Branch, Construction
Management Branch, Technical Services Branch, Service Contract
Inspection Branch, and Real Property Planning Branch; Fort Shafter
Division to include Utility Branch, Plumbing and Water Maintenance
Branch, Air Conditioning, Refrigeration, Boiler Section and Electrical
Branch, Water Plant, Sewage Pump Station, Buildings and Grounds
Branch, Land Management Section, Pavement Section, Pest Control
Section, Organizational Maintenance Section,,Metal Shop, Carpentry and
Masonry Shop, Paint Shop, Supply and Warehouse Section; Schofield
Barracks Support Division to include Estimating Branch, Utilities
Branch, Air Conditioning, Refrigeration and Boiler Heater Section,
Electric Section, Plumbing Section, Preventive Maintenance Section,
Organization Maintenance Section, Buildings and Grounds Branch,
Carpentry, Locksmith, Mason, Metal and Paint Section, Troop and
Self-Help Store, Land Management Area Section, Pest Control Section,
Water Plant Branch, and Sewage Plant Branch; Logistics Division to
include Material Management Branch, Storage Receiving and Issue Branch,
and Self-service Warehouse; Housing Division to include Facility
Maintenance Office, Information Systems Branch, Community Homefinding,
Relocation and Referral Service, FortShafter Family Housing Branch,
Schofield Barracks Family Housing Branch, Furnishing Management Branch,
Fort Shafter District Warehouse, Schofield Barracks District Warehouse,
Unaccompanied Personnel Housing Branch, Furniture Section, Fort Shafter
Distinguish Visitors Quarters and Tripler Army Medical Center Guest
House. The Standard Industrial Code (SIC) assigned to this project is
8744 with a size standard of $20.0 million. To qualify as a small
business concern, you must meet the size standard of $20.0 million
average annual receipts over a three year period for SIC 8744. The
Contracting Office at Fort Shafter, Hawaii anticipates issuing a
Request for Proposal for a base and four one-year option periods. Based
on the results of the cost comparison the Government may elect to award
a contract or retain the function in-house. The above services are not
all inclusive. Contractors are expected to provide all management and
labor required for the operation and management of the functions
listed. If subcontractors are used, provide anticipated percentage of
effort to be subcontracted and whether small or large businesses will
be used. All responses to any subsequent Request for Proposal will
require complete technical, management and cost proposal with
associated supporting documentation. This is not a solicitation or
announcement for proposals and no contract will be awarded from this
announcement. No reimbursement will be made for any costs associated
with providing information in response to this announcement. No
telephone calls requesting a bid package or solicitation will be
accepted or acknowledged. There is no bid package or solicitation. In
order to protect the integrity of any future procurement that may arise
from this notice, information regarding the technical point of contact
will not be given, nor will any appointments for presentations be
accepted. Interested sources should provide a letter of interest to the
address below. This statement should include the following: (1) Name
and address of the firm.(2) Size of business including annual revenue
for SIC code 8744 and entire business, and total number of employees.
(3) Ownership, i.e. large/small/small disadvantaged/8a/or woman owned.
(4) Year firm established. (5) Names of two principals to contact,
including title and telephone number. (6) Previous experience: Please
include information for on-going contracts or contracts completed
within the last five years under SIC code 8744. Pertinent information
is as follows: (A) Name of contracting activity, (B) Contract number,
(C) Contract type (FFP, Cost, IDIQ or combination), (D) Period of
performance and total contract value (actuals for past contracts), (E)
Summary of contract work F. Contracting Officer name and current
telephone number, (G) Contracting Officer's Technical Representative
(name and current telephone number), (H) List of major subcontractors
including names, addresses and telephone numbers of primary point of
contact. Your capability statement is requested within 30 days of
publication of this notice to Directorate of Contracting, US Army
Garrison, Hawaii, Bldg 520, Pierce Street, Fort Shafter, HI 96858-5025
