This solicitation, previously advertised in the CBD on July 29, 1998, is being re-opened for a period of 30 days beginning April 5, 1999 in order to increase the participation of qualified private certifiers in under-represented states. All qualified firms, organizations, and state and local governments interested in submitting proposals may do so by contacting the person specified in this announcement via telephone, e-mail, or fax at (202)205-6821. All proposals must be in accordance with the technical evaluation criteria set forth in Sections L and M of the RFP, as amended. Firms that previously submitted offers and did not receive an award must submit a new proposal. Firms that did NOT previously submit a proposal must request a copy of this RFP. Offerors must also comply with the following requirements: 1. SBA has included language in the solicitation that would prohibit any private certifier from discriminating against any individual applying for SDB certification on the basis of race, nationality, gender or other factors set forth in clause H.6 "Non-Discrimination". 2. In order to comply with clause H.6, organizations serving particular interest groups must team or subcontract with other entities in order to serve all interested clients. For example, an organization that serves only presumed group member owned businesses must have the resources available to serve non-presumed group businesses, such as women or people with disabilities. 3. Offerors must submit copies of teaming or subcontracting arrangements as part of their proposals. 4. Current employees of the Federal Government are not eligible for contract award, in accordance with Federal Acquisition Regulation (FAR) Subpart 3.6. Accordingly, proposals from current Federal employees will not be considered. 5. SDB's that have been previously certified under other certification programs must be re-certified in accordance with the procedures and the associated fees set forth in the resulting contract. However, SBA will accept documentation previously submitted under other certification programs if the documentation addresses SBA's certification criteria. A pre-proposal conference was held on August 27, 1998. Information pertaining to that pre-proposal conference is contained in Amendment No. 0001 of the RFP.
