Office, Contract@nist.gov. The National Institute of Standards and
Technology (NIST) intends to acquire the services of a contractor under
a small business set-aside to provide research and service assistance
in the Optical Properties and Infrared Technology Group of the Optical
Technology Division. Services shall be in the area of development,
construction, operation and maintenance of Blackbody Spectral Source
and Emittance Measurement Systems for Fourier Transform and laser-based
characterization facilities. The Standard Identification Code (SIC) for
this requirement is 7389. Services shall be performed at the NIST
Gaithersburg, Maryland site. The method of procurement is through an
indefinite delivery indefinite quantity contract. During any single 12
month period, the minimum level of effort required shall be 1840
direct labor hours, with the option of increasing the level of effort
up to a maximum of 3680 hours. The period of performance is anticipated
to be a base period of 12 months and 2 additional options of one year
each. Evaluation criteria shall include Understanding the Requirement
and Qualifications of Key Personnel. The key personnel shall be a
physicist(s) meeting the following requirements: 1) Ph.D. in Physics or
related fields with an emphasis in Experimental Condensed Matter
Physics or similar experience suitable for work with blackbody sources,
optical spectroscopy, optical materials research, optical detectors and
infrared sources as documented by publications and references; 2) at
least four years of experience with high quality blackbody design and
operation, especially those operating at elevated temperatures (greater
than 2500 K). Experience shall include design, construction and
operation of blackbodies; 3) Experience in blackbody theory and
modeling of blackbody performance through calculations or computer
simulations, as documented by publications and references; 4)
Experience with one or more of (a) cryogenic systems such as sample
cryostats and detectors, (b) experience with measurement of optical
radiation at synchrotron storage ring facilities, (c) the programming
and interfacing of equipment such as motion control systems,
spectrometers and blackbody source control systems. All responsible
sources may submit a proposal which shall be considered by the agency.
