Enterprise Business System Requirements Definition Support. 1.
BACKGROUND: The Air Force Research Laboratory (AFRL) is seeking
information in support of its efforts in developing a Request for
Proposal (RFP) for acquiring support in establishing its enterprise
business system requirements leading to the selection of an appropriate
business management information technology (IT) tool. AFRL is a 10,000
employee organization consisiting of military, civilian and contractor
personnel engaged in research, located at over 10 primary locations
throughout the United States. The organization is considering acquiring
the assistance of an appropriate source to provide requirements
definition support in areas such as human resource (HR) management,
financial management (FM), planning and program management (XP)
collaborative work-flow and knowledge management capabilities. The
requirements definition phase, if implemented, is to produce: (a) AFRL
organizational business requirements, (b) an evaluation and selection
among at least four (4) solution sets such as: status quo, data
warehousing, Government owned best-of-breed and integrated
commercial-off-the-shelf (COTS) solutions (all price ranges). (c)
formal business case analyses, (d) budgetary costs, schedule and risk
estimates for both an accelerated implementation approach and a
routinely paced approach. Requirements will have to be of sufficient
detail to create a realistic Statement of Work (SOW) for selecting and
implementing an HR solution module with assurance that FM, XP and
collaborative work-flow and knowledge management capabilities may be
integrated seamlessly at a later date. 2. REQUEST: AFRL is requesting,
at no cost to the Government, information in the form of a white paper
appropriate in defining the scope for the intial requirements
definition and tool recommendation phase of this effort. Of particular
interest will be budgetary cost, schedule and risk estimates for both
a standard rate of implementation and an accelerated approach for the
requirements definition and implementation phases. Additional
information sought in this RFI includes recommended approaches to this
effort, plus the vendor's specific experience in defining Air Force,
militray or Government Information Technology definitions. 3.
ADDITIONAL NOTES: Those desiring to submit information are requested to
do so within 14 calendar days from the issuance of this notice. Please
note that to avoid any potential conflicts of interest, or the
appearance thereof, the firm competitively selected as a result of an
RFP for the definition phase will not be permitted to compete for the
