ASPHALT AND CONCRETE REPAIRS AND IMPROVEMENT AT MILITARY INSTALLATIONS
AND CIVIL PROJECTS SITES AND FOR OTHER CORPS OF ENGINEER CUSTOMERS SOL

procurement consists of one solicitation with the intent of awarding
two Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for
Asphalt and Concrete Repairs and Improvement at military installations
and civil project sites and for other Corps of Engineer Customers. One
contract for $29,700,000 will be UNRESTRICTED and open to all offerors
and the other contract for $13,500,000 will be RESTRICTED to Small
Business Concerns as a Small Business Set-Aside (SBSA). Offerors will
be required to submit a technical proposal with a separate price
proposal. In addition, large businesses will also be required to submit
a Subcontracting Plan. The Government will award up to a maximum of two
contracts resulting from this solicitation to the responsible offerors
whose proposals, conforming to the solicitation will be the "Best
Value" to the Government using a "TRADE-OFF" process, price and
technical factors considered. The significant evaluation factors, which
may be used for the evaluation of the technical proposals, are: Past
Performance, Management Ability, and Scheduling. These factors are not
all inclusive. The Contracting Officer may award based on initial
offers received, without discussions of such offers. The award may be
made to the superior offer which may not be the lowest offered price,
but which is more technically advantageous than the lowest priced offer
so as to justify payment of a higher price. The performance period for
these IDIQ contracts will be for a one 12-month base period plus two
12-month option periods or until the maximum contract not-to-exceed
amount of $29,700,000 for the UNRESTRICTED contract and $13,500,000 for
the SBSA contract is awarded. The total performance period of these
IDIQ contracts will not exceed thirty-six months from date of award.
The contractor receiving contract award for the $29,700,000 contract
will be legally bound by the minimum guaranteed amount of $500,000 for
the base period and 1% of the remaining funds up to the maximum limit
or $250,000 for each option period, which ever is lower if the option
periods are exercised. For the $13,500,000 contract, the contractor
receiving contract award will be legally bound by the minimum
guaranteed amount of $270,000 for the base period and 1% of the
remaining funds up to the maximum limit for each option period if the
options are exercised. The work will include asphalt and concrete
repairs and improvement at military installations and for other Corps
of Engineer customers in the South Pacific Division, but primarily in
the High Desert Area for the $29,700,000 contract and Southern
California for the $13,500,000 contract. The boundaries for the High
Desert Area for military projects are from the north side of the San
Luis Obispo, Kern, and Inyo Counties south to a line that runs roughly
between Ventura in the west and Havasu Lake on the California-Arizona
border in the east. The High Desert Area for civil projects has the
same southern boundary but the northern boundary runs roughly from
Gorda on the Pacific Coast inland to the intersection of Ventura, Kern
and Los Angeles Counties then among the east side of the Sequioa
National Forest and Park, the Kings Canyon and Yosmite National Parks
and finally to the Nevada border. The Southern California Area for both
military and civil projects includes all the area in California south
of the High Desert Area's southern boundary which runs roughly from
Ventura to Hauasu Lake on the California-Arizona border. The Standard
Industrial Classification (SIC) Code is 1611, Heavy Construction,
N.E.C., $17,000,000 average gross revenues for the last (3) three
fiscal years. Large Businesses will be required to submit a
Subcontracting Plan, which will set forth small, disadvantaged and
women-owned business concerns subcontracting goals that are acceptable
to the Government. The Los Angeles District subcontracting goals are
specific percentages of the contractor's total planned subcontract
amount. The goals are as follows: 62% with small business; 10% with
small disadvantaged business, and 5%with women-owned business. The
Request for Proposal (RFP) will be issued using CD-ROM only; hard
copies will not be available. Because a limited number of CD-ROMs will
be reproduced, copies are limited to one CD-ROM per firm at no charge.
The issue date of the solicitation is on or about April 21, 1999. Date
