C -- ARCHITECT-ENGINEERING SERVICES TO INSTALL AREA LIGHTING AT VARIOUS HOUSING LOCATIONS, COMNAVMARIANAS, GUAM, M.I. SOL N62766-99-R-0006 DUE 051199 POC Contact Ms. Doris Castro, Contract Specialist, (671) 339-8465 or FAX 339-4248 Architect-Engineer (A-E) services are required to accomplish the design for the Installation of Area Lighting at Various Housing Locations, COMNAVMARIANAS, GUAM, M.I. The scope of work is to develop and prepare complete drawings, specifications, basis for design, calculations, cost estimates, and other incidental work. A-E services required for this contract shall include but not limited to the following: A-E Guide for Architect-Engineer Firms Performing Services for the Department of the Navy, Pacific Division, Naval Facilities Engineering Command (PACNAVFACENGCOM P-74, November 1997). The A-E services shall include all field and office work required to complete the project. Field work shall include all required investigations and testing. Office work will include not only preparation of reports and documents, but also meeting with PWC/OICC personnel and other Government representatives, and oral presentations and findings and recommendations. The following guidelines, in relative order of importance,will be used in the evaluation of A-E firms: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (3) Past performance on contracts with Department of Defense (DoD), other Government agencies, and private industry in terms of cost control, quality of work and compliance with performance schedules. (4) Capacity to accomplish the work within the required time. Indicate the firm's present workload and the availability of the project team for the specified contract performance period. (5) Location of the firm in the general geographical area of the project and knowledge of the locality of the project; provided there is an appropriate number of qualified firms therein for consideration. (6) Volume of work previously awarded to the firm by the DoD shall also be considered, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified A-E firms that have not had DoD contracts. Each firm's past performance and performance rating(s) will be reviewed during the evaluation process and can affect the selection outcome. IN BLOCK 10 OF THE STANDARD FORM (SF) 255 AND AN ADDENDUM THERETO, IF NECESSARY, STATE WHY YOUR FIRM IS SPECIALLY QUALIFIED BASED ON EACH OF THE ABOVE SELECTION EVALUATION CRITERIA. Show the office location where work will be done and describe the experience and location of those who will do the work.
