of Treasury, Federal Law Enforcement Training Center, Glynco
(Brunswick), GA. Indefinite Quantity contract for estimated annual
quantities, calibers, and garges shown herein, FOB Destination, and
four anual option periods for shipment of similar quantities. SIC 33292
and 332993. There is a $25.00 (non-refundable) charge for the RFP; make
checks payable to: "Federal Law Enforcement Training Center" RFP to be
issued o/a April 15, 1999. Proposals due approximately 30 days later.
Funds are not currently available for this procurement (see FAR
52.232-18). Possible calibers.garges and estimated quantities: .38
Special/625,000 rounds, .357 Magnum/95,000 rounds, .380 Cal/26,000
rounds, .45 ACP/240,000 rounds, .40 S&W/3,500,000 rounds, 9MM/5,200,000
rounds, 10MM/13,500 rounds, .223 Cal/675,000 rounds, .308 Cal/26,000
rounds, 7.62X39MM/10,000 rounds, and 12 GA(various loads)/325,000
rounds. Performance of this training ammunition must reasonably
replicate interior and exterior ballistic qualities of leaded
ammunition and be made to SAAMI specification for dimension and
pressure. Ammunition must be within the permissible exposure limits
established by the Occupational Safety and Health Administration
(OSHA)and the Environmental Protection Agency (EPA), and, when fired,
will not generate a hazardous waste as listed under 40 CFR. Reloaded
ammunition is unacceptable. Must be suitable for use on indoor or
outdoor ranges and velocity of handgun ammo may not exceed 1,700 feet
per second, must function normally in all common law enforcement
weapons without a requirement to alter such weapons, must not damage
such weapons, shall not expose the shooter to toxic materials listed by
the American Conference of Government Industrial Hygienists (ACGIH)
threshold limit values or OSHA as listed in 29 CFR 1910. Any proposer
will be required to provide testing data verifying compliance with
detailed performance specifications listed in RFP. Proposers will be
given the broadest possible latitude for the design of propellant,
primer and bullet consistent with safety and performance requirements;
ammunition may be subject to testing by the FLETC or other designated
