This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice IS the solicitation document and no other written solicitation will be issued. All references to "offers" are understood to be "quotations". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. The US Coast Guard Aircraft Repair & Supply Center intends to issue a purchase order under simplified acquisition procedures for commercial items for the purchase of: (25 each) Aircraft Cartridge, P/N 12-12-11707-S1-4 or Alternate P/N 11707S1; (14 each) Aircraft Cartridge, P/N 12-12-11707-S2-4 or Alternate P/N 11707S2; and (14 each) Aircraft Cartridge, P/N 12-12-11707-S3-4 or Alternate P/N 11707S3 (Mfg. Codes 3L553 and F6117 apply) These parts are for support of the HU25 Falcon aircraft. The Standard Industrial Classification is 2892 and the small business size standard is 750 employees. Offerors shall be able to provide necessary certification to ensure parts are in airworthy condition, suitable for installation on a U.S. Coast Guard aircraft. The following Federal Acquisition Regulation (FAR) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors-Commercial Items (Aug 1998); 52.212-2 Evaluation-Commercial Items (Jan 1999) The following factors, in descending order of importance, shall be used to evaluate offers: Technical capability of the item to meet the Government's requirement, price and past performance. FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Feb 1999) Offerors shall include a copy of this provision with its offer. Each piece of equipment shall be packaged in accordance with best commercial packaging to enable shipment to destination and transshipment to a Coast Guard unit without repacking or incurring damage during shipping and handling. Material shall be marked in accordance with MIL-STD-129M, Marking for Shipment and Storage, dated 15 Jun 93 and shall be identified as Hazardous Material and include Material Safety Data Sheets. All labeling shall be imprinted with the appropriate National Stock Number, Part Number, and Purchase Order number. Labeling data shall be attached to the outside of the shipping container. Inspection and acceptance to ensure items are in accordance with manufacturer specifications will be performed at destination.
