TACOM-ARDEC, Picatinny Arsenal, NJ, is interested in reviewing and
evaluating new technologies and/or commercially available existing
hardware or identifying offerors for development/integration of
lightweight and more efficient devices than those currently in the
Army. NOTE: THIS IS A SOURCES SOUGHT NOTICE. This is not a request for
proposals. This synopsis is for information and planning purposes
only, and is not to be construed as a commitment by the government.
These new technologies shall be lightweight and multi-functional.
Multi-functional means devices that can defeat structures, steel beams,
and can penetrate all types of soil. Areas to be investigated are
combat demining, structure demolition, and creating countermobility
obstructions such as earth movement, cratering, and abatis. AREAS OF
INTEREST are: a) Directed Energy Warheads to include Explosively Formed
Penetrators (EFP), Water interrupters, and Shaped Charges; b)
Lightweight Penetrators which penetrate soil and defeat buried
munitions safely, rapidly and reliably operated by the soldier; c)
Insensitive Explosive Initiators, that use only secondary explosives;
d) Digital Electric Initiators; e) Alternative electrical initiators
with field programmable initiating delay; f) Enhanced explosives,
insensitive explosives, and binary explosives, including additives to
enhance binary explosive performance, alter detonation velocities, and
/ or tailor performance to specific applications such as cratering,
metal cutting, and propelling EFP s, shaped Charges. The purpose of
this sources sought notice is to seek commercial sources with existing
hardware or the capabilities of integrating existing/new technology,
hardware, and systems to meet the U.S. Army requirements. Interested
firms are invited to submit, in writing, information on any items by
COB NLT 21 April, 1999. Any/all interested parties shall comply with
Note 25. There is no specific format or outline to follow. Interested
entities are also encouraged to submit descriptive literature and any
other specific and pertinent information that would enhance the
Governments consideration and evaluation of the information submitted.
Firms responding should indicate whether they are a small business, a
socially and economic disadvantaged business, or a woman-owned
business. Although samples are not required, firms wishing to provide
samples should contact Bruce Williams at bwwill@pica.army.mil for
