robert.spratling@fra.dot.gov. The Federal Railroad Administration has
a requirement for design, fabrication, and testing of a Track
Instrumentation Research Vehicle (TIRV). The TIRV will consist of three
major components: The vehicle system, loading system, data
acuisition/analysis system, with additional optional features. The
vehicle will be railbound and will house the data acquisition and
loading systems. The loading system should have the capability of
applying and measuring the influence of vertical, and gage widening
loads to the track structure in order to provide a gauge restraint
measurement system (GRMS). The data acquisition system should have the
capability to record geometry and load data from track geometry
systems, GRMS,accelerometer measurements, track video imaging, rail
profile and Differential Global Position System (DGPS) geographical
position locating systems. The vehicle should be able to operate at
speeds up to 79 mph self propelled or towed and it should be able to
tow another vehicle at reduced speed. Dataacquisition and loading
systems, in accordance with their functional requirements, should be
able to operate at speeds in the range of 0 -- 79 mph. Innovative
designs for load application, data acquisition and testing capabilities
to maximize the TIRV's performance functions are welcomed. It is
anticipated that the RFP will be released on a Cost-Plus-Fixed Fee
(CPFF) contract basis The contractor shall deliver a fully tested and
operational system within 18 months from the date of contact award.
NOTE: On approximately April 19, 1999, the Government intends to post
a draft Statement of Work (SOW) for industry comment, with electronic
receipt of comments due approximately May 7,1999. The Draft SOW will be
made available on the GSA electronic posting system at www.eps.gov. In
addition, any interested industry sources who wish to informally make
their firm's capabilities known to FRA may schedule a meeting through
the FRA Contracting Officer, Robert Spratling. Any such meeting will
be at the FRA Headquaters, Washington DC. Currently, FRA plans to meet
with interested sources only during the period April 26,1999 through
April 30, 1999. It is suggested that firms interested in scheduling a
presentation do so following posting of the Draft SOW at the eps
website. The Government anticipates issuance of the RFP on
approximately May 25, 1999, with proposals due approximately 45 days
