only. This synopsis is for planning purposes only and does not
constitute an invitation for bids, request for proposals or request for
quote. The Electronic Systems Center MILSATCOM terminal program office
(ESC/MCV) requests information regarding industry's current (or near
term) capabilities focusing on transportable satellite communications
terminals supporting super high frequency (SHF), full duplex operation
in both military X-band and military Ka-band. This information is to
be used as a market survey of state-of-the-art and developing
commercial SATCOM multi-band terminal capabilities in preparation for
an anticipated ground multi-band terminal. The primary function of the
terminals is to provide wideband SATCOM for the air force through the
military x-band, military Ka-band and GBS services of the wideband
gapfiller satellite program. Future extensions of the program include
incorporation of commercial Ku-band and commercial Ka-band services, as
well as migrating Ka-band services to highly mobile platforms
(especially aircraft). Development/procurement funding is expected to
commence in FY01 and continue through FY06 with the expectation of
procuring a minimum of 75 terminals. Initial terminal deliveries are
expected to commence in FY03 and continue through FY06. Information
pertaining to packaging and potential performance capabilities as well
as existing products and/or currently funded product development and
customer base is considered relevant. The government expects to handle
both switched and packet switched services, and the future terminal
might need to be capable of migrating to ATM. The government is also
interested in any commercial plans to evolve to a more modular,
reconfigurable and layered Approach in the baseband/modem protocol
suite. In order to give more specific detail about the information
sought by the government in this RFI, a general terminal description
and a set of specific terminal questions have been placed at
http://www.herbb.hanscom.af.mil/rfp.asp, then select Air Force
MILSATCOM Terminal Programs. Responses should attempt to answer the
pertinent questions, but do not need to be limited to the topics
specifically covered on the site. After a review of responses to this
RFI, face-to-face meetings with selected contractors will be held
starting on or about 17 may 1999 at ESC. Each selected contractor will
be allotted approximately two hours to present their background
information. Respondents to this RFI should identify whether they are
a large or small business along with their company's name, address,
telephone number along with a POC. Any proprietary information
submitted should be identified as such. Responses should be dated no
later than 30 days subsequent to the date of this CBD announcement.
Further, those contractors expecting to reply should notify ESC within
two weeks of the posting date of this RFI. Facsimile (781-271-6149),

acceptable. No telephone responses will be accepted. The government
will not reimburse respondents for any cost associated with submission
of the information being requested or reimburse expenses incurred to
