This is a combined synopsis/solicitation procedure for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The Request for Proposal
Number is N00178-99-R-1049. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-11. This is a sole source acquisition to Acroamatics, Inc.,
70 South Kellogg Drive, Goleta, CA, as they are the only responsible
source capable of providing stated equipment that will satisfy
compatibility requirements. Following specific items will be acquired:
CLIN 0001: Qty: 2. Acroamatics 2220V Telemetry Data Processor (TDP)
equipped with the following modules; Model 500V Pulse Code Modulation
(PCM) simulator, Model 502V Frame Synchronizer, Model 503V Time Code
Module, Model 504V Distribution Card, Model 505V Programmable Data
Stream Processor Module, Model 506V Digital to Analog Converter Module,
Model 515V Doppler Module, 128 Megabyte Memory Module, Model 2486
Processor Card with 32 Megabytes of memory, IEEE-488 Module, RS-232C
six port serial I/O module, two 4 Gigabyte minimum removable hard
disks, one internal 4.0 Gigabyte minimum hard disk for Doppler data, a
3.5 inch high density floppy disk drive and a 2 Gigabyte JAZ drive.
TDP shall utilize the MS-DOS operating system for all operations. CLIN
0002: Quantity: 2. Acroamatics Model 2430 Dual Channel Bit
Synchronizer, shall include option for two data and clock outputs on
each bit sync channel. All items must be delivered within 120 days
after contract award. Projected contract award date is early June 1999.
Delivery, Inspection and Acceptance will be made FOB Destination. The
provisions at 52.212-1, Instructions to Offerors Commercial, and
52.212-4, Contract Terms and Conditions Commercial Items applies to
this acquisition. The addendum in the resulting contract will include
Y2K Compliance Provisions and the requirement for a standard commercial
warranty of 1 year. 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items, applies to
this acquisition. DFAR Clause 252.212-7001 applies. Relevant applicable
clauses are available for review and should be requested from SD11
Branch, (540) 653-7478. FAR 52.212-2, Evaluation Commercial Items will
be utilized to the extent that the resulting award will be based upon
the offeror's ability to provide stated equipment that meets the
relevant specification packages and equipment that is compatible with
NSWCDD's current associated equipment and is fair and reasonably
priced. Proposals in response to this solicitation shall include, at a
minimum: A) Specifications for identified equipment; B) Pricing
History and Detail to support the proposed prices by element proposed;
and C) a completed copy of the provision at 52.212-3 and 252.212-7000,
Offeror Representations and Certifications Commercial Items. Defense
Priorities and Allocations Systems (DPAS) DO-A7 applies. Proposals in
response to this combined synopsis/solicitation must be received on or
