NASA/GRC plans to issue a Request for Quotation (RFQ) for Communications Simulation Software, Opnet Modeler license and Opnet Modeler Radio Module, and software maintenance for 1 year. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Mil 3, Inc., 3400 International Dvie NW, Washington DC 20008, under an approved Sole Source Justification citing the authority of 10 U.S.C. 2304(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. The justification for one source is based on this product being compatible with existing files written for existing Opnet licenses, as the files must be shared. In addition, Opnet is a combination license consisting of a probe tool, simulation tool, analysis tool and animation viewer,and must be able to run on both UNIX and NT operating systems. The Government intends to acquire a commercial item using FAR Part 12. See Note 22. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
