The Defense Threat Reduction Agency (DTRA) intends to award a sole source contract to the St. Petersburg University to study new ways of producing isomers, electron scattering, and resonance properties of electron shells through nuclear electronic energy transfer (NEET) and transition of energy by electron to nucleus (TEEN) processes. Due to its unique knowledge of NEET and TEEN processes and theories, the St. Petersburg University is the only organization capable of performing the effort. Contemplated period of performance is 12 months.
