response date for submittal of information. All information should be
submitted to the above address and POC no later than May 3, 1999 2:00
pm eastern local time for consideration. In anticipation of receipt of
funds authorized under P.L. 105-262, the Maritime Administration is
seeking sources to perform the completion of testing of a potential
interim solution such as the American Underpressure System to remediate
potential damage resulting from oil spills from existing tank vessels.
The American Underpressure System is an untested potential interim
solution for preventing petroleum product leakage from a vessels tanks
in the event of a rupture below the water line. The premise of the
system is to create negative pressure inside the cargo tank between the
top of the tank and the level of the petroleum product with an inert
gas. All firms who possess the knowledge of this concept and believe
they are capable of performing the work are encourage to submit
informationto the designated address and POC no later than May 3, 1999,
