In anticipation of receipt of funds authorized under P.L. 105-262, the Maritime Administration is seeking sources to perform the completion of testing of a potential interim solution such as the American Underpressure System to remediate potential damage resulting from oil spills from existing tank vessels. The American Underpressure System is an untested potential interim solution for preventing petroleum product leakage from a vessels tanks in the event of a rupture below the water line. The premise of the system is to create negative pressure inside the cargo tank between the top of the tank and the level of the petroleum product with an inert gas.
