combined synopsis/solicitation for commercial items prepared in
accordance with Federal Acquisition Regulation Subpart 12.6 for
commercial items as supplemented with additional information included
in the notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This solicitation is issued as a Request for Quote.
Solicitation number F05611-99-T-0856. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. The Standard Industrial Classification
Number is 8748 and the Business Size Standard is 500 employees.
Offerors must comply with all instructions contained in provision
52.212-1, Instructions to Offerors -- Commercial Items. The proposed
contract action listed here is Firm Fixed Price. Description: Conduct
research to determine effectiveness of electrical engineering
initiatives at the Air Force Academy. Line Item Number 0001 Senior
Executive Technical and Educational Analyst (SETEA), to evaluate the
following department programs: (1) Core Communications Signals and
Systems electrical engineering program: contractor will evaluate
effectiveness of improvements in this program and identify additional
areas of required improvement. As part of this evaluation the SETEA
will instruct one section of EE215 Communications and Signals course
during Fall 1999 and Spring 2000 semesters. (2) Electronic
instrumentation program: contractor will investigate and determine if
electrical engineering graduates are receiving adequate instruction in
the instrumentation area and provide recommendations to correct any
noted deficiencies. (3) Department preparation for Accreditation Board
for Engineering and Technology (ABET) 2000 accreditation visit:
contractor evaluation will include evaluation of the department's
preparation progress in light of other engineering schools that have
been evaluated under the new process for both the electrical
engineering and computer engineering majors, establish a standardized
method of identifying short and long-range equipment needs for the
curriculum and work with the Deputy Department Head and Department
Instructor Development coordinator to identify the role of the
instructor critique system in the ABET accreditation process. (4)
Department programs: contractor will provide executive level feedback
to the department's Professor and Head on department's program
effectiveness and will provide recommendations to the department head
for action. (5) Educational assessment program: contractor will
evaluate the department's educational assessment program. Contractor
will produce monthly historical reports on each activity described
above to serve as historical record of the process of developing new
ABET accreditation program. Contractor will report findings to the
department curriculum committee for action no later than 1 Dec 1999. A
final report will be submitted no later than 15 May 2000. The
contractor will work out of an office in the Department of Electrical
Engineering at the US Air Force Academy and in scheduled classrooms and
laboratories. The department will provide secretarial, administrative
and computer support to the contractor. Total Price
$____________________. The Government will award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers. 1) Technical capability. Offerors
will submit a resume that addresses the following minimum requirements:
Ph.D in electrical engineering, executive level Air Force educational
leadership experience, Air Force engineering experience, relevant
civilian industrial experience, communications and instrumentation
expertise. The most highly qualified applicants will be contacted for
a telephone interview approximately two weeks following the closing
date of this solicitation. Contractor must be available for employment
at the Air Force Academy from August 1 1999 to 31 May 2000. 1 Aug 99-
30 Sep 99 shall be funded using FY99 funds. The remainder of the
performance period, 1 Oct 99-31 May 00, shall be funded using FY00
funds. Both fund cites shall be cited on the P.O.. Authority to use
FY00 funds is accomplished IAW Far clause 52.232-18, Availability of
Funds. All costs related to relocation will be the responsibility of
the contractor. 2) Past performance. 3) Price. Technical capability and
past performance, when combined are, equal to technical capability. FOB
