The Epidemiology and Biostatistics Program (EBP), Division of Cancer Epidemiology and Genetics (DCEG) and the Laboratory of Human Carcinogenesis (LHC), Division of Basic Sciences, of the National Cancer Institute (NCI), National Institutes of Health (NIH), are soliciting proposals from qualified organizations for support services for Molecular Epidemiology Assay Support projects. This solicitation is for the purpose of recompeting an ongoing resource project currently being performed by Microbiological Associates, Inc. (N02-CP-50500). The objectives of this acquisition are to support molecular epidemiology projects undertaken by DCEG and LHC, NCI. These technical services shall include: 1) bioprocessing, inventorying, storing, and distributing biological and environmental materials; 2) providing advice and expert logistical support to field centers for the collection and shipment of specimens; 3) identifying and selecting optimal subcontract laboratories to perform support services required by the NCI;4) monitoring subcontract laboratories to ensure the production of high-quality data and fulfillment of contractual obligations; 5) ensuring that data and other end-products of subcontract laboratories are acceptable, complete, and in the proper format prior to their transfer to the NCI; 6) transferring unused and residual specimens to a long-term storage facility; and 7) providing consultation and logistical support to other NCI investigators in areas relevant to molecular epidemiology. Additionally, the contractor shall be capable of meeting with the NCI Project Officer as frequently as necessary, often on a weekly basis. The contractor shall maintain a laboratory capable of processing and storing a wide range of biospecimens, including but not limited to serum, plasma, red blood cells, white blood cells, urine, feces, saliva and tumor tissue. The contractor shall maintain a repository for biospecimens to be managed under this effort, utilizing freezers furnished by the Government or purchased under this acquisition. An on-line computerized biospecimen inventory system (BSI System, Version 2), provided by the NCI, shall be utilized by the contractor. The contractor or anyone employed by the contractor's organization, its parent company or subsidiary shall be ineligible to compete for subcontracts awarded by the prime contractor under this acquisition. Other services to be provided by the contractor will be discussed in detail in the forthcoming solicitation document. It is intended that this contract be awarded as a cost-reimbursement, term type contract for a period of five years, with a required level of effort of 23.75 person years. It is anticipated that the RFP package will be available on/about April 20, 1999, with responses due within 30 calendar days after the actual date of issuance of the RFP.
