contemplated that an Indefinite Delivery Contract be awarded by the New
York United Stated Property & Fiscal Office (USP&FO) to a qualified
professional Architect Engineer (AE) firm. The majority of services
will be performed in upstate New York, at the 107th ARW, Niagara Falls
Air National Guard Base (ANGB), Niagara Falls, NY. Additional projects
for Hancock Field ANGB, Syracuse, NY may be awarded to this contract.
The selected frim will be tasked to perform AE multi-disciplinary
designs, Task Orders, and projects, which consist of the following
services; Title I, Type A investigative, Type B design, and Title II,
Type C, construction inspection, or any combination thereof. Each task
order is different and will require a mixture of engineering
disciplines. Potential Tasks for the 107th may include, but are not
limited to, the following: Repair Aircraft Maintenance Facility; Repair
Apron Joints/Pavement; Install Oil/Water Seperator; Install Diesel
Exhause Ventilation Hoses; Extend Apron for Vehicle Traffic; and
Replace Metal Roof. Individual Task Order(s) will be negotiated and
awarded ensuing the initial contract award, for each project requiring
design and/or inspection services. The Indefinite delivery contract
will have a yearly maximum monetary limitation of $2,000,000. No single
Task Order will exceed $400,000. The initial contract duration is for
a period of one year from the date of initial award. IAW FAR 52.217-09,
the Government may extend the term of the contract for four (4) years,
by written notice within the time frame specified in the contract.
Selection of the AE is not based upon competitive bidding procedures,
but rather upon satisfactory performance of the required
qualifications. Necessary professional qualifications are listed in
priorty order as follows: 1) Professional qualifications necessary for
satisfactory performance on required services; 2) Specialized
experience and technical competenance in the type of work required,
including, where approrpriate, experience in energy conservation,
pollution prevention, waste reduction and the use of recovered
material; 3) Capablility to accomplish the required work; 4) Past
performace on contracts with government agencies and private industry,
in terms of cost control, quality of work and compliance with
performance schedules; 5) Location in general geographical area of the
project and knowledge of the locality of appropriate number of
qualified firms giving the nature and size of the project; and 6)
Volume of work awarded by DoD during the past twelve months. Firms not
complying with these reqirements will be considered non-responsive. AE
firms shall submit appropriate application data on Standard Forms 254
and 255. Applications are due on May 7, 1999. However, if the
announcement appears after April 7, 1999, applications are due 30 days
after the CBD publication date. No set aside for small business is
applicable hereto (SIC 8712). IMPORTANT: In order to be considered for
