seeking sources to indicate interest in providing Satelite
communications services and equipment for FDIC offices located
throughout the United States. Services to be provided include a secure
addressable full-time video/data high-speed satellite broacasting
service supporting digital input sources. THIS IS NOT A REQUEST FOR
COMPETITIVE PROPOSALS. The purpose of this notice is to develop a list
of qualified firms that can provide satellite communications services
and equipment. However, responding to this advertisement does not
guarantee that the responding firm will be included on any future
source list regarding this requirement. BACKGROUND: the FDIC is looking
to provide video applications for educational instruction (i.e.,
computer-based training, distance learning, and corporate
communications) to all FDIC Reqional and field offices. We are looking
for an IP network to provide full-motion video to a user's computer.
In addition to describing the offerors approach, services and
equipment, responses to this request for information regarding
satellite communication services and equipment should specifically
address, but are not limited to, the following requirements: 1. The
service must be a fixed monthly cost regardless of the number of hours
used for broadcasting or the number of remote locations. 2. The
service must have a reliability and availability factor (including
backup capabilities) of 99.9% or higher 24 hours a day/7 days a
week/365 days a year. 3. The vendor must provide 24 hours a day/7 days
a week support with a single point of contact for all aspects of the
service. 4. The vendor service should provide FDIC the ability to
control which sites are to receive broadcasts, allowing regionalized
and customized service when needed. 5. The vendor should provide
one-way broacast on a domestic Multiple Channel Per Carrier (MCPC)
service, covering all 50 states. 6. Minimum bandwidth requirement of
1.5 mb/sec. 7. Vendor provided service must be compatible with a WAN
fully utilizing Cisco systems technology. 8. Vendor must utilize
encryption protocols in the transport of all video/data across
statelite broadcasting service. FIRMS RESPONDING TO THIS ANNNOUNCEMENT
