DEVELOPMENT: The Department of Veterans Affairs is soliciting proposals
for Vocational Rehabilitation Plan Development, Chapter 31 of Title 38
USC, Chapter 18 of Title 38 USC, and Chapter 35 of Title 38 USC for
veterans in the geographical areas of California as follows: SUTTER,
Glen, Butte, Plumas, Yuba, Nevada, Sierra and Colusa Counties; DEL
Norte, Humboldt, and Trinity Counties; FRESNO, Kings, Tulare, Madera,
Mariposa, and Merced Counties; MONTEREY, San Benito, and Santa Clara
(South of Madrone) Counties; NAPA, Solano, and Contra Costa Counties;
ALAMEDA County; SISKIYOU, Shasta, and Tehama Counties; EL DORADO,
Sacramento, Placer, and Yolo Counties; AMADOR, Calaveras, San Joaquin,
Stanislaus, and Tuolomne Counties; SAN FRANCISCO County; NORTHERN
Santa Clara County (North of Madrone); SAN MATEO County; SANTA CRUZ
County; MARIN and Sonoma Counties; MENDOCINO and Lake Counties. The
purpose of the contractor's counseling is to gather, analyze, and
document information on the veteran(CH 31), veteran's dependent with
spina bifida (CH 18), or veteran's dependent in need of Specialized
Vocational Training or Special Restorative Training (Ch 35) and other
information necessary for the development of a written rehabilitation
plan that conforms to sound vocational rehabilitation practice. The
rehabilitation plan may take the form of an Individualized Written
Rehabilitation Plan; Individualized Extended Evaluation Plan; or
Individualized Independent Living Plan. The VA intends to award
multiple award contracts for these services. The contract period is for
a base year with 4- one option year periods. The counseling facility
must be conveniently located within the geographic area covered by this
contract. All counseling of veterans or dependents referred under this
contract will be performed in a professional office which meets the
requirements of all laws regarding accessibility by handicapped
individuals, at the veteran or dependent's residence, or other mutually
agreed upon location. Representatives of the VA are authorized/required
to visit contractor facilities during business hours to inspect the
counseling operation being performed under this contract and to inspect
the records of these operations. This requirement is 100% Small
