Health Care Financing Administration (HCFA) has a requirement for
social marketing and communications support services for all activities
associated with the Medicare, Medicaid, Children's Health Insurance
program (CHIP), and HIPAA. The requirement is for a contractor who is
experienced in providing a full-range of activities associated with
researching, developing, producing, delivering, and evaluating program
and health-related materials for national campaigns and initiatives
that must be coordinated with both internal and external stakeholders
at a national, regional, state, and local level. These activities
include: (1) conducting formative research -- both qualitative and
quantitative -- to document program requirements, segment HCFA's
audiences into homogeneous groups, collect consumer-based data, and to
develop, test, and refine program and health-related messages for
targeted HCFA audiences; (2) developing and delivering major public
relations campaigns for a wide range of audience sizes and types (i.e.,
from national to local levels, from the general population to specific
target populations) that would include, but are not limited to, print
media (e.g., newspapers, magazines, bulletins), broadcast media (e.g.,
TV and radio programs, commercials, and public service announcements),
mass transit advertising, Internet web pages, press kits, direct mail,
and interpersonal community outreach; (3) developing and applying
rigorous quantitative measures to track and evaluate the effectiveness
of all national program and health-based outreach activities (many of
which may occur simultaneously) that will be performed or authorized
by HCFA; (4) working with HCFA to write and publish journal articles
associated with its program and health-based social marketing and
communications activities; (5) planning, coordinating, and conducting
seminars, workshops, and other oral presentations before various HCFA
components, Departmental and Congressional staff, and advocacy
organizations on topics associated with HCFA's program and health-based
social marketing and communication activities. The social marketing and
communication activities will include work related to all populations
served by HCFA with a special emphasis on the aged and disabled and
populations who may have information access issues (e.g., language
barriers). The Government intends to award a single task order contract
for a 12-month base period plus four (4) 12-month option periods. The
base contract will have fixed-price, time and materials, and
cost-reimbursement pricing mechanisms available to allow for each Task
Order to be negotiated as appropriate. This procurement will be a full
and open competition. The applicable SIC code for this procurement is
7311 with a small business size standard not to exceed $5 million.
