WELFARE-TO-WORK GRANTS PROGRAM. POC Point of Contact: Doris Pearson,

Services intends to negotiate with Mathematica Policy Research, Inc.
(MPR) on a sole source basis under the authority of FAR 6.302-1 to
modify the "Multi-site Evaluation of the Welfare-to-Work Grants
Program" contract. This contract was awarded to MPR on a competitive
basis in August 1998. The purpose of the contract is to evaluate the
effectiveness of Welfare-to-Work grant activities through a descriptive
assessment of all grantee programs, an in-depth impact and
cost-effectiveness study, and an in-depth process and implementation
study. The original contract assumed that sites to be included in the
in-depth impact study portion of the evaluation could be identified and
random assignment begun within the first year of the contract. Delays
in grantee start-up and enrollment and difficulties in finding sites
suitable for random assignment require changes to the contract's
resources and delivery schedule. MPR is exclusively qualified to
perform this work. The purpose ofthis synopsis is to comply with the
notice requirements of FAR 5.201. Any organization that believes it is
capable of performing similar services should submit a statement of
capabilities with documentation supporting its ability to meet the
Government's requirements as described above. Capability statements
should be submitted within 45 days of the publication of this synopsis
