this contract is to secure Cadastral Surveying Services on an
invdividual project basis for the following work located on the Black
Hills National Forest in South Dakota and Wyoming, Fort Pierre and
Buffalo Gap National Grasslands in South Dakota. Acrual work locations
and services have not been determined at this time. A contract will be
negotiated with the highest ranked firm. The prices for the individual
projects will be negotiated with the highes ranking firm first, and
with each successive firm until a fair and reasonable price can be
reached. Only firms with Registered Professional Surveyors licensed in
state inwhich the project is locted will be considered. The inten of
this announcement is to obtain a list of qualified professional
surveying firms to survey and mark the legal property boundary of the
National Forest and/or National Grasslands System lands for fiscall
year 1999. The Government estimates six projects will be negotiated in
1999. These projects will include corner search, monumentation and
perpetuation of all property and controlling corners associated with
the surveys along with boundary posting and boundary maintenance. These
projects may include Homestead Entry Surveys, Mineral Surveys, and
Rectangular Sureys of the Public Land Survey System including section
breakdown, Right-of-way surveys and Small Tracts Act surveys. A
registered professional must be assigned to each project. Maps of the

605/673-2251. Contract time for each project will be negotiated and is
not expected to exceed 365 calendar days and no allowance will be amde
fo winter shutdown. Firms qualified and interested in providing
professional surveing services of the type listed above are hereby
invited to submit Standard Form 254, Architect-Engineer and Related
Services Questionnaire. The evaluation criteria set forth in Federal
Acquisition Regulations 36.602-1 will be used in conjunction with the
following specialized selection criteria to assess your firms
qualificaitons for cadastral survehing projects. Briefly address the
following in narrative form; 1) Describe the procedures you have used
to complete previouis cadastral surveys; 2) Discuss your experience in
the past five years specifically related to cadastral surveys similar
to those which might be encountered on a National Forest or Grassland
project; 3) Discuss the approach you have used on previous surveys to
resolve problems resulting from conflicting evidence. In accordance
with fAR 4G36.602-2 the following will also be evaluated: 1) The volume
of work previously awarded by the Forest Service will be evaluated with
the objectiv of effecting an equitable distribution of the contracts
amoung qualified A&E frims, including minority, 8(a) or other small
disadvantaged business firms that have not had prior Forest Service
