solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation No. RFQ 990035 is issued
as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This action is a 100% small business
set-aside. The SIC code is, 1521 and the small business size standard
is $17.0 MILLION. Proposals will only be received from small
businesses. The USSS has a requirement for the construction of a
pre-engineered metal building, to be erected at the James J. Rowley
Training Center, located at 9200 Powder Mill Road, Laurel, MD 20708.
The building shall meet the following criteria: (1) Tech-Line 2 STEELOX
pre-engineered metal building or approved equal, 32'—0" wide x
40' x 0" long and 10' -- 0" to eave. The building shall be MBMA type of
structure, design per BOCA 1996 code, 30 psf live load, 80 mph wind,
Exp=B, 1=1.00 and AISC certification. (2) The 24 gauge, standing seam,
1/36 gable slope, standard colored roof and the 24 gauge, standard
colored wall are of the STEELOX panels or approved equal designed
systems, with a 20 color year warranty. (3) The building shall have one
back wall (40' long) and two end walls (32' wide). Gable fascia systems
on back and end walls shall be in standard STEELOX or approved equal
trim color. The contractor shall erect the building on a monolithic
foundation, as follows: A 32' -- 0" x 40' -- 0" concrete monolithic
foundation utilizing a 4" slab, with 3000 psi concrete, 6" standard
gravel, 4 mil vapor barrier, 6 x 6 wire mesh, and standard hard
troweled finish. Contractor is responsible for obtaining any necessary
building permits/approvals. Contractor is responsible for cleanup and
for the removal of excess building materials. F.O.B. Destination. The
following FAR provisions are applicable to this RFQ: FAR 51.212-1,
Instructions to Offerors-Commercial; FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items; FAR 52.212-4,
Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. Offerors must include a signed copy of the
Representations and Certifications with their offers. Copies of the
Representations and Certifications are available on-line at either
www.farsite.hill.af.mil or GSA's web page at www.arnet.gove/far. The
contract specialist will not accept telephone call requests for copies
of the FAR provisions. The Government intends to award a firm-fixed
price contract to the responsible offeror whose proposal, conforming to
the items listed herein, will be the most price advantageous to the
Government. Award will be on an all-or-non basis with respect to the
listed items. Offerors pricing proposal shall contain all the necessary
labor, supplies, materials and equipment necessary to erect and
complete the above-referenced metal building. Mandatory site visit has
been scheduled for 9 A.M., Thursday, April 15, 1999, at 9200 Powder
Mill Road, Laurel, MD 20708. Please FAX name, home address, social

confirm attendance, NLT Wednesday, April 13, 1999. Space is limited,
only two (2) representatives per company may attend the mandatory site
visit. Offers will only be accepted from prospective offers attending
the mandatory site visit. Offerors will be required to submit a
technical proposal detailing plan of action, drawings (if applicable)
to accomplish required effort, and a specifications list for all
materials the proposed contractor proposes to utilize. Also, offers
shall submit information detailing past performance in providing same
or similar equipment, for the past three (3) years, at time of proposal
submission. All offers shall include the price proposal, technical
proposal and signed copy of the Representations and Certifications.
Proposals are due NLT 3:00, local time, on Tuesday, April 27, 1999 and
shall be submitted to U. S. Secret Service, Procurement Division, 1310
L Street, NW, Suite 730, Washington, DC 20223. Anticipated award date
is May 14, 1999. The Government will not be responsible for any costs
in the preparation of responses to this announcement. See numbered Note
