FEDERAL LANDS HIGHWAY DIVISION Competition for this project is being
restricted to only those participants having a bona fide place of
business within the geographical boundaries of the U.S. Small Business
Administration's (SBA) Philadelphia District Office, the SBA's
Pittsburgh District Office, and the SBA's Baltimore District Office.
Contact the SBA district office to determine eligibility. Sealed bids
will be accepted from all eligible business concerns for the Gettysburg
National Military Park Project PRA-GETT 11(1), 28(1) in Adams County,
Pennsylvania. The project consists of the rehabilitation and
resurfacing of several roads, and the obliteration of roadside
pull-offs. The work includes removal of asphalt pavement, placement of
aggregate base and hot asphalt concrete pavement, installation of pipe
culverts, and other miscellaneous work. Principal items of work and
approximate quantities are as follows: Removal of pipe culverts, 350 m;
Removal of asphalt pavement, 37,000 m2; Roadway excavation, 4,200 m3;
Embankment construction, 1,050 m3; Roadway obliteration, 5,100 m2;
Aggregate base, grading E, 3,100 t; Aggregate base, grading C or D,
3,900 t; Ditch reconditioning, 2,050 m; Aggregate topsoil course, 3,100
t; Hot asphalt concrete pavement (HACP), class A, grading C, 3,800 t;
HACP, class A, grading C, pavement patching, 1,750 t; HACP, class A,
grading D, 10,465 t; Asphalt pavement milling, 40 mm depth, 4,000 m2;
Paving geotextile, 1,850 m2; 300 mm pipe culvert, 100 m; 375 mm pipe
culvert, 120 m; Paved waterway, type 5, 1,000 m2; Portland cement
concrete curb, 450 mm depth, 380 m; Exposed aggregate concrete
sidewalk, 600 m2; Remove and reset stone masonry headwall, 15 each;
Solid sod, 18,890 m2; Pavement markings, type H, solid, 5,500 m;
Construction sign, 220 m2; Flagger, 2,000 hours; and Temporary fence,
rope and post, 4,000 m. The project is expected to fall within the
price range of $1,000,000 to $5,000,000. Invitation for Bids No.

Department of Transportation (DOT) Officeof Small and Disadvantaged
Business Utilization has bonding programs to assist minority,
women-owned and disadvantaged business enterprises in acquiring
short-term capital and bonding assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates up to $500,000 to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $1,000,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
