The subject acquisition is for maintenance of approximately 1,347 family housing units and also government-owned playground equipment located on Fairchild AFB, WA. Work includes maintenance management, service calls, Change of Occupancy Maintenance(COM), recurring interior maintenance, recurring exterior maintenance and the cleaning of vacated housing units. The performance period commmences on 1 Oct 99 with one base year and four one-year option periods. The successful offeror will be bound to the terms of a Collective Bargaining Agreement. This acquisition will include an Award Fee Provision for exceptional performance. Although this service has been determined commercial, we will not be using FAR Part 12 procedures since incentive type contracts are not currently permitted. This proposed contract is RESTRICTED to 8(a) firms with SIC Code 1799 and served by District Offices within Regions 6,7,8,9, and 10 of the SBA. Although 1799 is a construction SIC Code, Family Housing Maintenance is a service contract subject to the Service Contract Act, not Davis-Bacon.
