synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.603 of the FAR, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
DAAH17-99-Q-0102 and this solicitation is issued as a Request for
Quotation (RFQ). The solicitation document and incorporated clauses and
provisions are those in effect through Federal Acquisition Circular
97-10. The Standard Industrial Classification is 3535 and the small
business size standard is 500 employees. Provide all necessary material
and labor to upgrade the ASRS-PLUS system located in Building 370,
Letterkenny Army Depot, Chambersburg, PA. CLIN 0001 is Variation No. 1
for upgrading the miniload conveyor system by utilizing the existing
conveyor structure and components. CLIN 0002 is Variation No. 2 for
upgrading the miniload conveyor systemby removing the existing conveyor
system and providing end-of-aisle pick and store operations utilizing
GFE work stations. CLIN 0003 is Variation No. 3 for upgrading the
miniload conveyor system by removing the existing conveyor system and
providing a new replacement M/L conveyor system. CLIN 0004 is for
upgrading the Unitload Stackers located in the ASRS-PLUS by replacing
existing on-board controllers with state-of-the-art off-the-shelf
controllers including system maintenance and diagnostics controller
software. CLIN 0005 is for upgrading the Unitload Stackers by replacing
existing encoder positioning (vertical and horizontal) with
state-of-the-art items including horizontal motor controller and
horizontal speed control to improve accurate position monitoring and
travel distancing with absolute positioning within the aisle resolution
to 1 mm. CLIN 0006 is for all work associated with the upgrade of the
ASRS-PLUS system that is not separately priced within CLINs 0001- 0005,
i.e., testing, training, etc). All items are to be priced as a lump sum
per CLIN. The Government reserves the right to award any combination of
the CLINs listed. Only one Contractor will be selected for award. There
is a $100.00 charge for the specifications and drawings that pertain to
this requirement. Certified check, cashier's check, or money order must
be submitted made payable to the US Department of Treasury. Checks to
be mailed to SIOLE-KOP, ATTN: Brenda Earnest, Letterkenny Army Depot,
Chambersburg, PA 17201. Delivery of system components will be F.O.B.
Destination to the ASRS-PLUS System, Bldg. 370, Letterkenny Army Depot,
Chambersburg, PA 17201. Completion of all project requirements will be
within 180 days of contract award, with system installation in Bldg.
370. A pre-proposal conference is scheduled for 9:00 A.M. Eastern Time
on Thursday, April 22, 1999, at Building 370, Letterkenny Army Depot.
Attendance at this conference is MANDATORY for consideration of offer.
Proposals will be evaluated against Best Value criteria consisting of
price and other factors, i.e., technical capabilities of offeror,
technical compliance with specification requirements, quality,
warranty, past performance, etc. Proposals will be evaluated utilizing
technical proposals submitted. Addendum to FAR 52.212-1 "Instructions
to Offerors" and Addendum to FAR 52.212-2 "Evaluation" will be
provided to interested parties with the specs and drawings. FAR
52.212-1 as amended INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS applies
to this acquisition. Offerors must include a completed copy of FAR
52.212-3 (ALT III) OFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL
ITEMS with their quotation. The following clauses also apply to this

Pricing of Contract Modifications also applies. In accordance with the
Debt Collection Improvement Act of 1996 and DFARS 204.7303, CENTRAL
CONTRACTOR REGISTRATION POLICY, all prospective contractors must be
registered in the CCR database prior to award of a contract. Quotations
may be submitted on Standard Form 1449. The Defense Priorities and
Allocations System (DPAS) rating is DOC9E. The due date and time for
receipt of proposals is 4:00 P.M. Eastern Time on May 4, 1999, at the
Directorate of Contracting, ATTN: SIOLE-KOP, Bldg. 421S, Brenda
Earnest, Letterkenny Army Depot, Chambersburg, PA 17201-4152.
Quotations and technical proposals may be faxed to 717-267-9834. All
offers must reference the solicitation number and due date for receipt
of quotations. In addition to this, each quotation must contain the
name, address, and telephone number of the offeror as well as any
discount terms that are offered and remit to address (if different from
the mailing address). If not submitted utilizing SF 1449, offer must
include a statement specifying the intent of agreement with all terms
and conditions of this solicitation. Any quotations that reject the
terms and conditions of this solicitation or do not include the
certifications and representations contained in FAR 52.212-3 may be
excluded from consideration. All offerors must hold their prices firm
for 60 calendar days from the due date specified for receipt of
quotations. Any amendments issued to this solicitation will be
synopsized in the same manneras this solicitation and must be
acknowledged by each offeror. Any quotations or modifications to
quotations received after the specified due date for receipt of
quotations will not be considered. The Government may make an award
with or without discussions with offerors. The offeror's initial
proposal should contain the offeror's best terms. A written notice of
contract award or acceptance of an offer mailed or otherwise furnished
to the successful offeror within the time for acceptance specified in
the offer shall result in a binding contract without further action by
either party. Before the specified expiration date of an offer, the
Government may accept that offer unless a written notice of withdrawal
is received prior to award. Offerors shall specify business size and
classification as required by FAR 52.212-3. All clauses and provisions
