Agency's International Broadcasting Bureau (IBB) has a requirement to
procure safety equipment listed below for HF antenna maintenance
purposes, using the "Simplified Acquisition Procedures" specified in
Part 13 of the Federal Acquisition Regulation (FAR). This is a combined
Notice/Solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this Notice. This announcement constitutes the
only solicitation for the maintenance service on the below-listed
equipment. Quotations are being requested and a separate written
solicitation document will not be issued. Price quotations submitted in
response to this combined CBD Notice and Request For Quotation (RFQ)
No. BEHR-30009-028 that exceed the Simplified Acquisition Threshold (as
specified in FAR Subpart 2.101, Definitions) will not be considered as
responsive to this RFQ. For the purpose of this RFQ, all references to
"Offers" are understood to be "quotations" and all applicable FAR
solicitation provisions and contract clauses up through Federal
Acquisition Circular (FAC) 97-10, are hereby incorporated by reference
into this RFQ This solicitation is a 100% Small Business Set-Aside in
accordance with FAR Subpart 19.502. The Standard Industrial Code is
3999. The solicitation line item is as follows: Item 1. Safety Harness
Kit, Qty: 50 EA. Delivery locations (air freight) and sized needed at
each location are as follows: Belize Transmitting Station (Station
Manager, Belize Relay Station, United States Embassy, COR Gabourel Lane
& Hutson St., Belize City, Belize, Central America), 1 ea, size small;
Morocco Transmitting Station (International Broadcasting Bureau (VOA),
C/O American Embassy, Tangier, Morocco, Airport of Destination: Tangier
-- IBN Batouta), 3 each size medium; Thailand Transmitting Station,
(American Embassy, IBB/VOA/TRS, Box UD, Bangkok 10330, Thailand) 5 each
size small, 1 each size large; Greece Transmitting Station, (American
Embassy (KRS), Athens, Greece, via Helenikon Airport), 6 each size
small, 3 each size medium; Philippines Transmitting Station, (U.S.
Embassy, Manila, Philippines, For: International Broadcasting Bureau,
Philippines Relay Station, Domestic Goods Philippines Relay Station),
9 each size small, 11 each size medium, 2 each size large; Sao Tome,
(IBB/Voice of America, c/o Pinheira Station, Sao Tome e Principe), 5
each size medium, 1 each size large; Delano Transmitting Station,
(Manager, Delano Relay Station, 11015 Melcher Rd, Delano, CA 93215), 2
each size large; Washington Headquarters, (IBB/EOT, Rm 4523, 330
Independence Ave., SW, Washington, DC 20547), 1 each size x-large. Each
safety kit shall be individually packaged, marked for its destination,
and include the following: 1.) One Pro-linesmans Tower Full Body
Harness, Manufactured by Yates Gear; 2.) One Yates Heavy Rescue Chest
Attachment for Pro-linemans Tower Fully Body Harness; 3.) One inch
Gibbs Ascender, High Strength Forged Cam.; 4.) One 8mm Widegate
Stainless Steel Quick Links (10,8000 Lb Min Breaking Strength; 5.) One
Twin Leg Zorber Lanyard with Carabiner Loops; 6.) Two Offset Scaffold
Hooks, Autolock; 7.) Four Rigger Offset "D" DMM Autolocking Steel
Carabiners. The harness shall have the following characteristics:
conform to ANSI Z359.1-1992, NFPA 1983, UL listed, contain padding for
extended use on rope, contain side positioning rings and equipment
loops, contain adjuster buckles on both sides to keep the waist pad and
D' rings centered on the user, provide two sternal attachment points
(one above the other) to facilitate transfer from a rope climbing mode
to a descent mode with sufficient vertical separation to facilitate
the installation of a SMC five bar rappel rack. The scaffold hooks
shall comply with ANSI Z359.1-1992 and the hook size shall be 8.5 x
4.75 inches with a minimum 2.125 inch gate opening and nominal rated
strength of 10,000 lb. The carabiners (4.5 x 2.5 inches) shall conform
to ANSI Z359.1-1992 with a nominal rated strength of 10,000
lb,manufactured by DMM. The ascender shall be of a surround shell Gibbs
design. It shall accommodate a inch nylon kernmantle rope, it shall be
spring loaded, and shall contain indentions to increase shell contact
with the rope. It shall have a 5,200 lb shell strength and provide a
use strength of 4,200 lb. The Zorber Lanyard shall consist of a twin
leg lanyard. One end shall be equipped with a double locking snap for
attachment to the harness. The other legs of the lanyard are to be
provided with carabiner loops. The shock absorber shall be a tear
stitch type which absorbs energy by means of controlled destruction;
the adsorption distance shall be no more than 42 inches with a maximum
load of 900 lb. Tests of the shock absorber shall be conducted using
a 220 pound which free falls six feet. Documentation of the shock
absorber testing shall be submitted to the Contracting Officer.
Alternative equipment to the above will be considered by the Government
if the Contractor submits test results and samples of the proposed
substitute equipment with his quote. The provisions at FAR 52.212-1,
Instructions to Offerors -- Commercial Items and 52.212-3, Offeror
Representations and Certifications -- Commercial Items are applicable
to this procurement. The following FAR clauses are applicable to this
procurement: FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items and FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, including
subparagraphs (b) ( 7, 8, 9 and 10); . Evaluation: The Government will
award a firm-fixed price Purchase Order resulting from this
solicitation/request for quotation to the responsible quoter whose
quotation, conforming to this RFQ, is the lowest price and is most
advantageous to the Government (such as user safety). NOTE: Quoters
responding to this RFQ should submit to the below-listed Contracting
Officer the following information: unit and extended price for all
requested items in the safety kit, prompt payment terms, correct
remittance address if different from the firm's mailing address, Tax
Identification Number (TIN), DUNS number, and a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications
-- Commercial Items with their price quotation. A company not in
possession of the above-referenced FAR clauses or provisions in full
text may contact the Contracting Officer and a copy of the clause(s) or
provision(s) will be facsimiled to the company. Price quotations shall
be in writing and they shall be accompanied by a completed
Representations and Certifications or they will be rejected. A company
representative authorized to bind your company must sign the price
quotation. Oral quotations will not be accepted for this procurement.
Any questions (technical or otherwise) related to this procurement
shall be in writing and shall be sent directly and only to the
Contracting Officer, Brent Peavler. All price quotations shall be
submitted to the Contracting Officer, not later than, COB (5:00 EST),
Friday, April 23, 1999 and shall reference this RFQ No. BEHR-30009-028.
