requirment was originally posted as a small business set-aside. Since
no responses were received from small business firms, it is now
unrestricted. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
number 99-84 is issued as a request for quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-10. System Description: An
Image Analysis System is needed for human biomarker research which must
give optimal chemiluminescent or fluorescent image and able to detect
the signals with high sensitivity and precision and show low background
for assaying human tissues and body fluid in a wide range of
applications, including applications for the formats of gel, blots and
96-well mirotiter plates. The image system shall contain a work
station for detection and quantification of chemiluminescence and
fluorescence with a two year warranty and two copies of software for
graphics and image analysis, and the vender shall provide full
instruction documents and on-site training needed. The workstation
includes a cooled, high-performance CCD camera in a dark room enclosure
with a high-performance, focus-stabilized sensitive lens for the
detection of very low level light signals, a UV transilluminator as an
excitation source for fluorescence, an automatic filter wheel, a
sample holder, a pentium personal computer with a color monitor, a
laser printer, Windows operating system, and the imaging software which
is easy to use. Minimum Performance Specifications: 1) Wide
applications for analyzing samples in various formats, including gels
(at least 20x20cm), blots (at least 24x30cm) and microtiter plates;
shall be able to place 3 microtiter plates or more at one time in the
sample holder. 2) High sensitivity and precision with low background
for detection and quantification of chemiluminescence and fluorescence,
assure the accuracy of data, and reproducible results: -- equipped with
a CCD camera with large pixel size of 16x16 m and have chip size of
1280 x 1024 pixels and provide wide range dynamic range of 1:10,000;
shall be a 50mm focus-stabilized slow scan camera; lens shall have
aperture of 0.95; low distortion of <1 pixel; provide high
resolution of 2 line pairs/mm and able to analyze the closely spaced
bands separated by <1mm; with low vignetting (20% at edges before
correction); shall have triple stage peltier cooling to -35 C for low
thermal noise (0.06-0.18 electrons/sec). -- fluorescence shall be
equipped with high energy UV transilluminator; excitation peak at 312
nm; shall equip with a filter Wheel with at least four positions for
fluorescent detection which can detect the common fluorescent stains,
including ethidium bromide, SYBR Green, SYPRO Red, fluorescein, AMCA,
and rhodamine; able to detection at 600 20 nm, 520 20 nm, and 645 7.5
nm. -- software shall be able to perform automatic correction for pixel
variation of the dark current, biase correction, cosmic ray correction
and flat-field correction and piexel defect correction. -- can perform
image analysis to 0.3% accuracy both in mass molecular weight or base
pair determination. -- easy to perform with automation, do not require
to change the lens or to focus the instrument -- software shall be
easy to use; able to analayze signals over 4 orders of magnitude and
with high sensitivity; able to quantify signals to determine mass and
molecular weight; create standard calibration curves; can also analyze
data on the remote workstation. Quotes shall also include the price
for: two copies of software; a two year warranty; shipping;
installation; on-site training at the EPA Human Studies Facility,
Chapel Hill, NC. F.O.B. point shall be destination and delivery shall
be made to EPA Shipping & Receiving, I-40 & Page Rd. Research Triangle
Park, NC 27711. Delivery shall be made no later than 30 days after
award of the purchase order. The provisions at 52.212-1, Instructions
to Offerors-Commercial, applies to this to this acquisition. The
provision at 52.212-2, Evaluation-Commercial Items is applicable and
the specific evaluation criteria are as follows: (1) Capability of the
item offered to meet Government requirement and (ii) price. The award
will be made to the lowest priced quote that meets the minimum
requirements of EPA that were specified above. Clause 52.212-4,
Contract terms and Conditions-Commercial Items applies to this
acquisition. The Clause at 52.212-5, Contract Terms and Conditions
required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, however, for paragraph (b), the following
clauses apply to this acquisition: 52.222-26 Equal Opportunity;
52.222-35, Affirmative Action for handicapped Workers; 52.222-37
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era; and 52.225-3 Buy America Act -- Supplies. Offers shall
also include sufficient descriptive literature to demonstrate that the
items offered meet the minimum requirements specified above. Offerors
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items, with its
offer. Quotes shall be submitted no later than 4/16/99 at 4:00 p.m.
