NASA/LaRC plans to issue a Request for Quotation (RFQ) for an electroenecephalograph machine and analysis software to be used in the recording of brain waves in support of in-house and collaborative research with outside universities. System shall inlcude 1 ea. SCAN software for use with SynAmps. 1 ea. SCAN Reader station software license. 1 ea. SynAmps EEG Amplifier, 32 channel. 1 ea. Aux. Analog board. 1 ea. 2-Quik-Cap 32 Channel Cap-Medium, 1 ea. Accessory kit and 1 ea. SynAmp Ruggedization. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Neuroscan, Inc., under Statutory Authority FAR 6.302-1(b)(1)(I), "unique supplies available from only one source." The system is the same as used by our university collaborators. It is essential that the software and file management protocols are common within our group of collaborators. Neuroscan, Inc. is able to provide unique features essential for the research teams. These features include 12 additional analog inputs, analog and serial outputs, real-time data acquisition software, and ruggedization for use in aircraft simulators. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have fifteen (15) days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the fifteen (15) days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
