solicitation consists of furnishing stone from a government quarry. The
quarry, designated Wounded Buck Quarry, is located approximately 27
kilometers southeast of Hungry Horse, Montana. This solicitation
consists of site preparation, quarry reclamation, 1800 metric ton of
finished stone masonry (delivered to Logan Pit), and 6400 metric ton
unfinished stone masonry (delivered to West Glacier). This work is
solicited as a Request for Proposals (RFP) and all responsible sources
may submit a proposal which shall be considered by the agency.
Contractors will be required to submit a written technical proposal and
a price proposal. The proposals will be evaluated to establish those
contractors considered to have a reasonable chance of being selected
for award. While the Government may enter into discussions before
awarding the contract, the Government also reserves the right to award
the contract without discussions. The following evaluation criteria
will be used: technical approach, technical qualifications, past
performance, and price. All technical factors, when combined, are
significantly less important than cost/price factors. The anticipated
contract type is firm-fixed price. The estimated price of this work is
between $500,000 and $1,000,000. All rock must be removed from the
quarry between July 1 and September 15, 1999. Site reclamation will
take place between July 1 and September 15, 2000. The following applies
only to Minority, Women-Owned and Disadvantaged Business Enterprises
(DBEs): The Department of Transportation (DOT), offers working capital
financing and bonding assistance for transportation related contracts.
DOT's Bonding Assistance Program (BAP) offers bid, performance and
payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending
Program (STLP) offers lines of credit to finance accounts receivable.
