Advocacy is soliciting proposals for a research topic entitled "Survey
of Literature on the Impacts of Credit Crunches on Small Firms". What
have we learned from the past on what happens to small firm lending and
equity investments if the economy turns downward? Are there policies
needed to assist small firms during credit crunches? It is anticipated
that the solicitation will be issued on or after April 23, 1999. The
closing date for receipt of the proposal will be on or after May 24,
1999. Copies of the solicitation will be provided upon written request
only. No telephone or fax request will be honored. This acquisition is
